Uzbekistan has established administrative liability for the illegal processing of personal data using artificial intelligence technologies. The relevant provisions are set forth in Law No. ZRU-1115, adopted on January 21, 2026, kun.uz reports.
The document amends and supplements the Law "On Informatization." The legislation establishes the general principles for the application of artificial intelligence technologies and clarifies the powers of the authorized government agency in this area.
The law provides an official definition of artificial intelligence. It is defined as a set of technological solutions that enable the imitation of human knowledge and skills, independent learning, solution-seeking, and the performance of specific tasks with results comparable to those of human intellectual activity.
The document establishes a ban on making legally significant decisions affecting the rights and freedoms of citizens solely based on the findings of information systems operating solely on artificial intelligence.
Illegal processing of personal data using AI, as well as its dissemination through the media, telecommunications networks, or the internet, is punishable by a fine of 50 to 100 basic units (up to 41,2 million soums) and confiscation of the instrumentalities used to commit the offense.
The law comes into force on the day of its official publication.
