The President of Turkmenistan held a meeting of the state security Council

The results of the work of the military and law enforcement agencies for three months of this year and priorities for the near future were discussed today at a meeting of the State Security Council.

The first speaker was defense Minister B. Gundogdyev, who reported on the results of the work for the three months of 2020 and on the practical steps being taken to implement the instructions previously given by the President of Turkmenistan, including tasks arising from the Military doctrine, which is purely defensive in nature.

The head of the Department also reported on the creation of conditions for high-level dismissal from the Armed Forces, other troops and military bodies of conscripted military personnel, as well as for the next conscription of citizens of Turkmenistan for military service.

Summing up the report, the Supreme Commander-in-chief of the Armed Forces of the country Gurbanguly Berdimuhamedov focused on the importance of further improving the activities of all branches of the national army, mastering the best world experience in the military sphere, training high-class professionals, responsible, conscientious specialists.

Then the Minister of internal Affairs M. Chakyev reported on the activities of accountable structures and implemented comprehensive measures since the beginning of the year to ensure public order in the country, the prevention of offenses, including the prevention of road accidents.

Reporting on the practical steps taken to improve the work of the fire safety Service, the head of this Department submitted proposals for fire protection.

Speaking about the future directions of the Ministry of internal Affairs, President Gurbanguly Berdimuhamedov stressed that the internal Affairs bodies should keep law and order issues under constant control. Among the main aspects of the activities for the coming period, the head of state called the re-equipment of divisions of this body with the latest types of equipment.

Having approved the submitted proposals, the Turkmen leader noted that it is important to organize regular fire training and study of the fire-technical minimum for all institutions, enterprises, as well as among the population.

Underlining the importance of improving the system of personnel training in specialized higher educational institutions of the country, the President ordered to review the training methodology in accordance with the realities of the time and gave appropriate instructions.

Speaking further, the head of the State border service Sh. Durdyev reported to President Gurbanguly Berdimuhamedov on the practical steps taken over the past three months to ensure the protection of the sacred borders of the Motherland and improve the conditions of service and life of military personnel.

At present, great importance is attached to the modernization of the material and technical base, the formation and improvement of the management structure of the Department's divisions, the Turkmen leader stressed. At the same time, border Troops are being equipped with advanced technical means, and military specialists and personnel officers are being trained.

Chairman of the Supreme Court G. Hallyev reported on the progress of legal reform, as well as on the results of the work of the relevant structures for January-March this year.

The head of state stressed the importance of improving the quality of justice, developing judicial protection of the rights and legitimate interests of citizens, institutions and organizations.

Special attention should be paid to strict control over the legality of decisions made, the President stressed, addressing a number of specific orders.

Prosecutor General B. Atdayev reported on the results of the work carried out for the first quarter of this year. A separate topic of the report was the results of inspections carried out in certain structures for the specified period.

After hearing the report, the Supreme Commander-in-chief of the Armed Forces of the country noted the need to strengthen the Prosecutor's supervision of the execution of legal acts by state authorities, local Executive authorities and self-government, institutions, public associations, officials and citizens.

It is necessary to take concrete measures to prevent and eliminate violations of the law, protect human rights and interests of the country, the head of Turkmenistan said. In this context, it was instructed to keep under strict control issues related to the successful implementation of the tasks set.

During the meeting, the President of the country signed a Decree on the appointment and dismissal of prosecutors.

The head of the Ministry of national security G. Annayev reported on the implementation of instructions and steps taken in January-March 2020 to ensure national security.

After hearing the report, the Supreme Commander-in-chief of the Armed Forces of the country focused on the need for coordinated interaction with other military and law enforcement agencies in the protection of the constitutional order and territorial integrity of the state, peace and tranquility in society, in the fight against various threats and challenges of today.

Then the Minister of justice B. Muhamedov reported on the measures implemented in three months of this year to improve the national legislative framework. There was also a report on the work done to improve the legal culture of the population.

Summing up the report, the President of Turkmenistan stressed that the Ministry's employees should actively study the world experience of jurisprudence and develop proposals for the implementation of generally accepted norms of international law in the country's legislation, taking into account the priorities of the state policy, giving appropriate instructions in this regard.

Chairman of the State customs service M. Hudaykulyev reported on the results of the work done in January-March this year.

After hearing the report, the head of Turkmenistan stressed the need to improve the activities of the Service, actively use modern methods and advanced technologies in customs control.

President Gurbanguly Berdimuhamedov outlined among the main tasks the study and implementation of positive experience, generally accepted norms and standards in this sphere, and addressed specific instructions.

Then the Chairman of the State migration service M. Gurdov reported on the steps taken during the reporting period to modernize the material and technical base, strengthen the staff.

Focusing on the promising areas of work, the President noted the importance of modern information technology tools for the successful solution of the tasks. In this context, specific instructions were addressed to the head of the Service.

Deputy Chairman of the Cabinet of Ministers, Secretary of the State security Council Ch. Amanov reported on the results of the work carried out by the security agencies during the reporting period.

After hearing the report, the President stressed that our country is committed to a neutral status, in accordance with which the policy of peacemaking and good-neighborliness is carried out. Among the main priorities of the state policy is to ensure national security and increase the defense capability of the army, which acts as a guarantor of the well-being of the people.

The successful implementation of all the planned plans by the military and law enforcement agencies depends on the professionalism and level of legal training of officers, their skills in modern technical means and technologies, the President continued, addressing specific instructions.
