Turkmenistan has approved a procedure for electronic interaction between civil registry offices, real estate registration services, and notaries

The Ministry of Justice of Turkmenistan has approved a new procedure for electronic interaction between three agencies involved in the registration of real estate transactions and other legally significant actions: the Civil Registry Office, the State Registration Service for Real Estate Rights and Related Transactions, and notaries.The relevant orders were signed on March 30 and registered with the Ministry of Justice on July 2, 2026.

According to the new regulations, these three structures will now be able to request necessary information from each other not only on paper, but also through the internal digital network—in the form of scanned electronic documents.This applies to birth, marriage, divorce and death certificates, as well as certificates relating to powers of attorney, real estate liens, open probate cases and extracts from the state register of real estate rights.

The mechanism works as follows: if a citizen or organization applying for real estate registration or notary services is missing a document, the registrar or notary has the right to independently request it from the Civil Registry Office or the Real Estate Registration Service using software installed on the department's internal network. Three business days are allotted for document preparation. An electronic copy is sent to the client immediately upon completion, and the paper original is sent within 15 calendar days.

The orders specifically emphasize that when exchanging information, agencies are required to comply with Turkmenistan's legislation on the protection of personal data, and employees are responsible for the accuracy of the information transmitted in accordance with current legislation.

Changes have been made to the instructions and provisions governing the maintenance of registration books, the procedure for registering civil status acts, and the procedure for performing notarial acts.
