This issue was discussed at the recent International Scientific Congress “The Russian Language in the Global Scientific and Educational Space”, held at the initiative of the State Institute of the Russian Language named after A.S. Pushkin with the support of the Ministry of Science and Higher Education of the Russian Federation. This was reported by the “Neutral Turkmenistan” newspaper.

Among the participants in the forum were also representatives of Turkmen universities. As part of the discussions at the congress, which was held in a hybrid format, the Turkmen side raised the question of whether it is planned to expand cooperation with the departments of the Russian language created in higher educational institutions of Turkmenistan?

To which the rector of the State Institute of the Russian Language named after A.S. Pushkin, Doctor of Pedagogy Margarita Rusetskaya replied:

“Of course, there are such plans, since the upcoming Year of the Russian language as a language of interethnic communication will be celebrated throughout the post-Soviet space. Now we are forming working groups composed of experts in each of the countries. I am sure that in the context of constructive work throughout the Congress and as a result, we will definitely discuss the formats of our further cooperation.”

The participation of Turkmen representatives in the International Scientific Congress was another step for the successful implementation of the “Concept for improving the teaching of foreign languages” adopted in December 2017 in Turkmenistan.

For many years, the Russian language has rightfully been included in the cohort of foreign languages that are studied in educational institutions of our country, starting from the preschool stage. Learning foreign languages by the younger generation is one of the priorities of educational policy, emphasizing the important role of knowledge, broadening one's horizons, obtaining higher professional education that meets high international standards in this area.

On the eve of the Year of the Russian language as a language of interethnic communication, the congress was a successful start for a number of international events. As you know, at the meeting of the Council for Cultural Cooperation of the CIS States, 2022 is planned to be held as the Year of folk art and cultural heritage of the peoples of the Commonwealth, and 2023 will be declared the Year of the Russian language as a language of interethnic communication. Most of the countries of the Commonwealth of Independent States have supported the relevant topics for the next two years. The promotion of the Russian language, being a very important task, is primarily aimed at deepening humanitarian ties between the CIS countries in order to preserve a single cultural, scientific and educational space.

The work of the Congress took place over five days. During the forum, the following topical aspects were also discussed:

  • Coordination and improvement of the effectiveness of teaching and scientific study of the Russian language in the CIS;
  • Actual problems of bilingualism and dialogue of cultures;
  • Methodology for teaching Russian as a foreign language in the context of multilingualism and digital transformation;
  • Russian language in the labor market;
  • The Russian language is the language of literature and culture.
