The results of the work of the national economy sectors over the past ten months and other topical issues of domestic and foreign policy were discussed at an expanded meeting of the Cabinet of Ministers, which was held by President Gurbanguly Berdimuhamedov via digital video communication, the state news Agency of Turkmenistan reports.

After announcing the agenda, the head of state gave the floor to Deputy Chairman of the Cabinet of Ministers E. Orazgeldiev.

The Deputy Prime Minister began the report with good news about the successful fulfillment of domestic cotton growers 'contractual obligations to harvest "white gold". Also, the country has successfully completed wheat sowing: 690 thousand hectares of land were sown for next year's harvest.

Further, addressing the Deputy Chairman of the Cabinet of Ministers, the head of state focused on environmental issues, which are a priority area of domestic and foreign policy of Turkmenistan. In this context, the President of Turkmenistan ordered to organize an important national environmental campaign on November 7 to plant tree seedlings.
Outlining the range of priority tasks, the head of state noted that in order to get a good harvest next year, it is necessary to carry out all agro technical measures in a timely manner and with high quality.

President Gurbanguly Berdimuhamedov ordered to pay special attention to water use issues and speed up the implementation of environmental projects in the Karakum desert. As the leader of the nation pointed out, the population should be provided with vegetable and vegetable products in abundance, and it is also necessary to consider the possibility of building new greenhouses.

Stressing that the celebrations on the occasion of the harvest Festival should be organized at a high level, the head of Turkmenistan instructed the Deputy Prime Minister to hold a ceremony in the conference hall of the Agricultural University to award distinguished agricultural workers who were awarded state awards.

During the reporting period, the volume of retail trade in comparison with the same period last year increased by 18.9 percent.

In January-October, the revenue part of the country's State budget was executed at the level of 109.2 percent, and the expenditure part – at 87.4 percent.

In the first ten months of this year, wages for large and medium-sized enterprises increased by 10.3 percent compared to the same period in 2019.

The volume of disbursed investments from all sources of financing reached 25 billion manats.

There was also a report on the implementation of the work defined in the new version of the "National program of the President of Turkmenistan for the transformation of social and living conditions of the population of villages, towns, cities of etraps and etrap centers for the period up to 2020".

Summing up the report, President Gurbanguly Berdimuhamedov noted the importance of organizing the activities of institutions supervised by the Deputy Prime Minister in accordance with the requirements of the time.

Then Deputy Chairman of the Cabinet of Ministers M. Meredov reported to the leader of the nation on the results of the work carried out over ten months in the supervised areas within the framework of the program for the development of the oil and gas industry for the period up to 2030.

It was reported that during the period under review, the plan for oil and gas condensate production was fulfilled by 101 percent, oil refining – by 102.4 percent, gasoline production – by 107.5 percent, diesel fuel – by 106.4 percent, natural and associated gas production – by 100.1 percent, blue fuel export – by 100.2 percent, and investment development – by 106.2 percent. The growth rate of liquefied gas production compared to the same period last year was 123.6 percent.

After hearing the report and addressing the Deputy Prime Minister, the President of the country noted the need for further modernization of the fuel and energy complex. The leader of the nation Gurbanguly Berdimuhamedov stressed that it is necessary to increase the export of fuel and energy products and natural gas, and fully use the capacity of the plants.

Relevant orders were issued to speed up the construction of the Turkmenistan-Afghanistan-Pakistan-India international gas pipeline and facilities for processing hydrocarbons. The head of state also instructed to analyze the situation in the fuel and energy sector in detail.

Deputy Chairman of the Cabinet of Ministers B. Ovezov reported on the results of the activities of the ministries and departments of transport and communications in January-October of this year.

During the specified period, they completed the production plan by 118.4 percent.

The growth rate for the Agency "Türkmenawtoulaglary" was 101.8 percent, the Agency "Türkmendemirýollary" - 112.6 percent, the Agency "Türkmendeñizderýaýollary" - 112.9 percent. During the reporting period, the corresponding work was carried out for the Agency "Türkmenhowaýollary".

The plan for cargo and passenger transportation by road, rail, air and sea transport was fulfilled by 111.6 and 100.6 percent, respectively. The growth rate for the Agency "Türkmenaragatnaşyk" is 108.5 percent.

After hearing the report, President Gurbanguly Berdimuhamedov noted that the transport sector is one of the most important sectors of the national economy, and all our achievements are inextricably linked with the activities of this sphere.

Having identified the transition to a digital platform as one of the key vectors of Turkmenistan's state policy, the head of state identified the main task as creating an effective management system that can meet the needs of the economy and modern society.

Emphasizing the importance of improving the work carried out in this area and further modernizing industries, the President instructed the Deputy Prime Minister to step up the implementation of digitalization projects, paying special attention to building up the relevant infrastructure.

Then Deputy Chairman of the Cabinet of Ministers Sh. Durdylyev reported on the results of the work of the supervised industries for ten months of this year.

During the reporting period, the planned plan for production and implementation of works in the construction and industrial complex was fulfilled by 116.2 percent, the growth rate was 122.1 percent.

According to the Ministry of construction and architecture, the plan for the work carried out since the beginning of the year was completed by 109.8 percent with a growth rate of 108.2 percent.

According to the Ministry of industry and construction, the implementation of the plan for the production and implementation of works for the reporting period amounted to 104 percent, the growth rate is 107.8 percent.

According to the Ministry of energy, the growth rate of production, works performed and services rendered in January-October of this year reached 132.6 percent. The plan was completed by 118.7 percent.

After hearing the report, President Gurbanguly Berdimuhamedov indicated to the Deputy Prime Minister that it is necessary to implement reforms in the construction sector as soon as possible, to train the necessary specialists, and to speed up the analysis of the activities of specialized structures. Proposals for modernization or privatization of enterprises should also be developed and submitted for consideration.

The head of state also emphasized the importance of creating new jobs, switching to a digital system, and increasing the production of construction materials.

Deputy Chairman of The Cabinet Of Ministers Ch. Gylyjov reported on the results of the work for ten months of the supervised trade and textile industries, as well as the business sector.

According to the Ministry of trade and foreign economic relations, the growth in the volume of trade turnover for the reporting period compared to the same period last year amounted to 108.6 percent, the growth rate in production – 107 percent.

The growth in the volume of products produced by enterprises of the Ministry of textile industry, including cotton yarn and fabrics, is 104 and 101.2 percent, respectively, clothing and knitwear – 117.4 percent, leather products – 103.2 percent.

The production plan for the State Association "Türkmenhaly" was fulfilled by 111.8 percent.

In January-October, the state commodity exchange held 231 trading sessions and concluded 23,62 contracts.

According to the chamber of Commerce and industry, the growth rate of work performed was 107.1 percent. During the period under review, 5 exhibitions and 25 conferences were held in video format.

According to the Union of Industrialists and entrepreneurs, the growth rate of industrial production in January-October is 133 percent, and agricultural and food production is 110.2 percent.

Summing up the report, President Gurbanguly Berdimuhamedov addressed the Deputy Prime Minister with specific instructions on further increasing the production of consumer goods.

In order to stimulate entrepreneurship, the leader of the nation ordered to develop regular measures for state support of the private sector of the economy.

The winter season is approaching, and therefore it is necessary to keep under control the supply of markets and shops with various goods and products, especially during holidays, the head of state said, giving the Deputy Prime Minister relevant instructions.

The President of Turkmenistan instructed to increase the pace of work carried out by the members of the Union of Industrialists and entrepreneurs, stressing that they will continue to receive adequate support. In this context, the leader of the nation noted that it is necessary to activate the activities of private companies specializing in agriculture and engaged in the production of agricultural products.

It is necessary to increase the output of export-oriented goods. It is also necessary to create large technology companies and firms equipped with the latest high-performance equipment and innovative technologies, capable of self-financing and solving issues of development of individual industries, head of state Gurbanguly Berdimuhamedov stressed, addressing the Deputy Prime Minister with specific instructions.

After hearing the report, President Gurbanguly Berdimuhamedov stressed the importance of systematic improvement of the activities of cultural and media institutions based on the active introduction of advanced digital technologies and training of highly qualified personnel.

Focusing on the activities of the national television, the head of state noted the need to provide TV channels with the latest models of information journalism, improve the quality of broadcasting and create new educational programs and talk shows on current topics that can interest viewers.

The head of state also pointed out the need to intensify measures to promote spiritual values, glorious history and modern achievements of the Turkmen people in the world.

In this regard, the leader of the nation instructed to pay special attention to the preparation and holding of events in honor of the 25th anniversary of Turkmenistan's neutrality, the creation of informative and interesting programs on TV and radio channels explaining the continuing importance of the international legal status of the Motherland in the global dimension, telling about the opportunities that open up for the dynamic development of our country's economy.

It is also necessary to create new plays and musical productions in theaters that sing and glorify an independent, neutral Homeland.

It is necessary to prepare at a high organizational level for the upcoming events on the occasion of the anniversary and New year, to hold festive celebrations and concerts in all velayat centers, villages and cities, the leader of the nation said, addressing the Deputy Prime Minister with relevant instructions.

During the meeting, President Gurbanguly Berdimuhamedov signed a Decree on the purchase of modern equipment for the State Committee for television, radio broadcasting and cinematography, sending it to the Deputy Prime Minister on the electronic document management system and giving instructions on the implementation of tasks arising from this document.

Then Deputy Chairman of the Cabinet of Ministers M. Geldiniyazov reported on the results of the work of the supervised areas of education, health, science and sports over the past ten months.

In accordance with the Concepts developed under the leadership of the leader of the nation, the country continued to work on the transition to 12-year secondary education, the development of the digital education system and the improvement of foreign language teaching. 133 types of textbooks and manuals were published.

In January-October, schoolchildren and students successfully participated in international Internet Olympiads, becoming owners of many medals and diplomas of various denominations.

During the reporting period, the Academy of Sciences of Turkmenistan monitored the implementation of the tasks set by President Gurbanguly Berdimuhamedov for the country's scientists, and works in priority areas of science and technology. 891 manuscripts were reviewed, of which 869 were approved, patents were issued for 5 inventions, and 4 innovative technologies were introduced into production.

The program of digitization of the sphere of science in Turkmenistan in 2020-2025 and the State program of integrated development of chemical science and technology in Turkmenistan for 2021-2025 were adopted.

In honor of the day of science, an international scientific conference "Science, technology and innovative technologies in the era of power and happiness" was held in an online format.

Reporting on the work carried out in the health sector, the Deputy Prime Minister noted that the national program for healthy nutrition of the population of Turkmenistan for 2020-2025 was adopted.

Turkmen athletes continue the training process aimed at their upcoming performances at international tournaments. So, in order to prepare for the XXXII Summer Olympic games, the national team held training sessions in 7 sports in the Olympic town.

In honor of the 25th anniversary of the permanent neutrality of the Motherland, national Championships in automobile sports were held. During the reporting period, 65 domestic competitions and 58 mass sports events were held.

Summing up the report, President Gurbanguly Berdimuhamedov pointed out the need to strengthen work on further improving the material, technical, scientific and practical base of the education, science, health and sports systems in accordance with the approved programs.

Noting that these areas face many tasks that require urgent solutions, the head of state instructed the Deputy Prime Minister to monitor the progress of construction of structures and modernization of specialized infrastructure.

The leader of the nation pointed out that measures should be stepped up for the transition of scientific institutions to the digital system, and special attention should be paid to improving the educational process in secondary and higher educational institutions of the country.

The large – scale transformations started today in the national economy – digitalization, industrialization, development of the electronic industry, conducting business in accordance with international standards-require comprehensive training from University students, President Gurbanguly Berdimuhamedov noted, demanding to strengthen work in this important area.

Then Deputy Chairman of the Cabinet of Ministers, Minister of foreign Affairs R. Meredov reported on the results of the foreign Ministry's activities in January-October in the context of implementing the foreign policy of neutral Turkmenistan.

In order to fulfill the instructions and tasks given by the leader of the nation, the relevant work was carried out during the period under review. In this regard, it was noted that on March 11, the President of Turkmenistan paid an official visit to the Republic of Azerbaijan, and on September 17, the Prime Minister of the Republic of Kazakhstan paid a working visit to our country.

The head of state also took part in a number of high-level meetings held online, made video addresses at the 75th session of the United Nations General Assembly and at The International Forum on Northern Economic cooperation.

The leader of the nation, Gurbanguly Berdimuhamedov, had telephone conversations with the UN Secretary-General and the leaders of a number of States, during which topical issues of bilateral and multilateral cooperation were discussed.

During the reporting period, 40 foreign delegations visited Turkmenistan through the Ministry of foreign Affairs. At the same time, 86 delegations of our country were sent abroad.

Chairman of the Mejlis G. Mammedova informed about the results of the activities of the country's Parliament for ten months of this year on further modernization of legislation.

In order to provide legal support for priority areas of socio-economic development of the state, democratize society, and protect the rights and legitimate interests of citizens, the deputies consistently work to develop new and improve existing legislative acts.

Over the past period, 57 laws of Turkmenistan and 38 resolutions of the Mejlis were adopted during four sessions of the national Parliament.

These documents are aimed at improving the political system and constitutional foundations of the state, regulating public relations in various areas, in particular, such as the implementation of socio-economic policy, the introduction of digital technologies, strengthening the legal framework in the field of physical education and sports, in the field of environmental protection, etc.

The head of state also pointed out the importance of effective implementation of their powers by parliamentarians and their active participation in the preparation and holding of events dedicated to the 25th anniversary of Turkmenistan's neutrality, in the work on harmonious education of the younger generation, and promotion of a healthy lifestyle. It is necessary to continue meetings with the public on the ground, to convey to citizens the significance of the large-scale transformations launched in the country, said the leader of the nation Gurbanguly Berdimuhamedov.

Then the floor was given to the heads of administrations of the capital and regions of the country, who reported to the leader of the nation on preparations for the celebrations on the occasion of the 25th anniversary of Turkmenistan's neutrality, the commissioning of new buildings timed to the anniversary date, as well as the program of festive events to meet the harvest Festival.

After listening to the reports and emphasizing the importance of ensuring a high organizational level of celebrations in honor of the anniversary, President Gurbanguly Berdimuhamedov emphasized the timely completion of work on the planned opening facilities.

The leader of the nation also instructed to prepare at the appropriate level for festive events dedicated to field workers who make a significant contribution to the country's prosperity and strengthening its food abundance.

Then, summing up the results of the ten months of the year, the head of Turkmenistan stated that they show that the country's foreign and domestic policy is steadily carried out on the principles of neutrality, peacefulness, good-neighborliness and mutually beneficial cooperation.

As before, the domestic economy continues to develop at a high rate. Within the framework of certain tasks, production volumes have increased in almost all sectors of the national economy, and wages, pensions, and state benefits have been increased. Numerous industrial and social facilities have been put into operation, said the leader of the nation Gurbanguly Berdimuhamedov.

The current situation, the head of state said, requires us to support coordinated economic development, take immediate measures to activate it, and, despite the changes taking place in the world economy, ensure the implementation of the tasks set. Our goal is to maintain the achieved growth rates and increase them in the next year.

Continuing the topic, addressing the participants of the meeting, the leader of the nation noted that there are just over a month and a half left until the end of this year, and in order to complete it with good indicators and meet 2021 with success, many issues need to be resolved during this period.

Stressing that events dedicated to the holiday of neutrality should be held at the highest level, the head of Turkmenistan instructed to submit proposals on awarding state awards and a new jubilee medal to citizens of the country who distinguished themselves in their work for the benefit of their beloved homeland.
