President of Turkmenistan proposes to switch to a bicameral system of legislative power

President Gurbanguly Berdimuhamedov proposed switching to a bicameral system and combining the Halk Maslahaty and the Majlis into a single system of representative and legislative bodies. This was stated by the head of state, entering today at the meeting of the Halk Maslahaty held in Ashgabat, the state news Agency of Turkmenistan reports.

The transition to a qualitatively new bicameral system will make it possible to represent the interests of all segments of Turkmen society, creating conditions for supervision in law enforcement practice. This will give impetus to closer interaction between deputies and voters on the ground, strengthening control over the implementation of laws and national programs.

To develop proposals for amendments and additions to the Constitution, the President signed a Decree on the establishment of a Constitutional Commission to make appropriate amendments and additions to the Basic Law of Turkmenistan.

The Mejlis of Turkmenistan was instructed to establish a working group under the Constitutional Commission, which will study and summarize proposals for amendments and additions to the Constitution of the country.

The head of state proposed to submit proposals to the Constitutional Commission on the formation of a bicameral Parliament at the next meeting of the Halk Maslahaty of Turkmenistan, which will be held in 2020.

In reforming the legal system of Turkmenistan and improving our Basic Law, we must proceed from the best international practice and build work in accordance with the norms of international law, the President stressed.
