Turkmenistan has approved a procedure for providing disabled people with prosthetic and orthopedic devices

The Ministry of Health and Medical Industry of Turkmenistan approved a new procedure for providing prosthetics and orthopedic devices to individuals with disabilities free of charge and at a discounted rate. The corresponding order was signed on December 6, 2025.

The document regulates the procedure for determining the amounts and accounting for the provision of medical supplies to certain categories of the population. The procedure was developed in accordance with the decree of the President of Turkmenistan dated October 5, 2017, on improving medical services.

According to the new regulations, the basis for receiving prosthetic and orthopedic devices is a prosthetic card completed by a specialist at the International Trauma Treatment Center or its regional branches. Applicants must provide a package of documents, including a disability certificate, a copy of their passport, and a medical report.

The Central Expert Group reviews applications within three business days and makes a decision on whether to grant or deny the device. Manufacturing times for various types of prosthetics range from 5 to 30 calendar days, depending on the complexity of the device.

After receiving prosthetics or orthotics, citizens are required to register them with the Pension Fund office at their place of residence. Provision of prosthetics and orthotics to the population is financed from the state budget.

The order was approved by the Ministry of Finance and Economy and the Ministry of Labor and Social Protection of the Population of Turkmenistan. The document was registered by the Ministry of Justice on December 27, 2025.
