By order dated June 26, 2026, the Ministry of Construction and Architecture of Turkmenistan approved new building codes "Water Supply. External Networks and Structures" (TGK 2.04.02-2026), which replace the previous design rules for water supply systems. The document was registered with the Ministry of Justice on July 29, 2026.

According to standards, the average daily consumption of household and drinking water per person depends on the level of amenities in the home. In homes without bathtubs, the standard is 160–200 liters per person per day; with a bathtub and a local water heater, it is 210–260 liters; and in homes with a centralized hot water supply, it is 300–450 liters per day.

A separate standard is set for those using outdoor water pumps: 30–50 liters per person per day; if water resources are scarce, this standard may be reduced.

For calculations during the development of general and district planning schemes, the document includes aggregated water consumption indicators: for cities, 550 liters per day per person during the first phase of construction and 600 liters for the estimated period; for rural areas, these indicators are significantly lower—125 and 150 liters per day, respectively.

Thus, the new standards record a significant difference in the estimated water consumption between urban and rural populations, which reflects differences in the level of housing improvements in cities and rural areas.

The document also regulates requirements for water consumption for firefighting, sanitary protection zones for water sources, water purification and disinfection, as well as for the construction of water supply structures in seismically active areas and on subsidence-prone soils.
