Foreign citizens (as well as individuals and legal entities hosting them) can register through an online service without visiting a migration service office.

Foreign citizens and stateless persons are required to register within three (3) business days of arriving in Turkmenistan or after changing their place of residence within the country and arriving at their destination (not counting the day of entry). Registration rules can be found here.
