A four-day regional training workshop on developing concept notes for the Green Climate Fund (GCF) began in Almaty on June 9. The event brought together climate finance experts, government officials, and development partners from Central Asian countries.
The workshop is organized by the Regional Resource Center for Asia and the Pacific of the Asian Institute of Technology (AIT RRC.AP) with financial support from the Japanese Ministry of Environment. The event is being held in partnership with the Green Climate Fund Secretariat and with the support of the Regional Environmental Center for Central Asia (CAREC). The workshop will conclude on June 12.

Opening the event, CAREC Executive Director Batyr Mamedov noted that Central Asia is among the world's most vulnerable regions to climate change, with rising temperatures, reduced precipitation, and melting glaciers. In these conditions, the effective attraction of climate finance is becoming a key tool for the implementation of sustainable and environmentally oriented projects.
The seminar program covers four thematic blocks. On the first day, participants will become familiar with the GCF's financing models, the fund's project cycle, the Readiness Support Program (RPSP), and the Simplified Approval Procedure (SAP). Country teams will also present project ideas and discuss priority areas of work. The second day will focus on concept note requirements, including national ownership, environmental and social safeguards, private sector participation, and gender integration. On the third day, participants will develop a Theory of Change and a Logical Framework. The final day includes group work on concept notes, their presentation, and instructions on submitting applications online through the Fluxx system.
The seminar's experts will be AIT RRC.AP specialists Armen Rostomyan, Juno Solomon Kofi Mensah, and the center's director, Gilberto Borongan.
