The legal database "Adalat" has become available via online subscription through the website and mobile app

The Ministry of Justice of Turkmenistan has opened online access to the electronic database of legal acts, "Adalat," for individuals and legal entities through the agency's official website, minjust.gov.tm, and through a mobile app.

The basis for this was the order of the Minister of Justice, registered on September 1, 2025, under No. 1901. To gain access, the user must enter a phone number, after which a five-digit confirmation code is sent via SMS. Then, the user must provide their first name, last name, patronymic, and passport number.After registration, the user selects a tariff plan: a one-month subscription costs 20 manat, a three-month subscription costs 60 manat, and a six-month subscription costs 120 manat. Payment is made through the online banking services of Halk Bank, Senagat Bank, or Rysgal Bank. Subscriptions are issued individually for each user.

The Adalat database includes over 13 000 legal acts—from the Constitution and codes to presidential decrees and resolutions, as well as departmental acts registered by the Ministry of Justice. The database's chronological coverage extends from 1990 to 2026 for high-level acts and from 1995 for departmental documents.The documents are presented in Turkmen and Russian, with the option to view both versions simultaneously. Searches are conducted by keyword, document title, year, registration number, or General Legal Classifier index.

Since 2022, the system has been running an updated version of the program, which additionally features scientific and practical commentary on codes and laws, a legal dictionary, and current versions of all documents, taking into account amendments and additions.
