For the first time in Japan, a person driving an electric suitcase was fined for driving without a driver’s license, reports pravilamag.ru with reference to Nikkei.
The offender was a 30-year-old student from China who came to study in Osaka. In March of this year, she moved along the sidewalk on an electric suitcase at a speed of 13 km/h, which is the maximum speed for this device.
The police stopped the Chinese woman only a few months later. She stated that she was not aware of the need to have a license to operate an electric suitcase.
However, law enforcement officials explained that this device, equipped with a steering wheel and a gear switch, is equivalent to a moped or minibike. According to the law, the use of such vehicles on the roads is prohibited because they do not meet safety standards, for example, they do not have headlights.
