The International Conference and Exhibition “Development of Turkmenistan’s Construction, Industrial, Chemical and Energy Industries – CIET 2025” will take place on 3–4 November 2025 in the Avaza National Tourist Zone on the shores of the Caspian Sea.
The forum will serve as a premier platform for dialogue between government organizations, business leaders, and investors seeking to advance construction, industry, and energy development in Turkmenistan. It aims to strengthen international cooperation, showcase cutting-edge technologies, and support the country’s path toward sustainable industrial growth.
Organised by the Ministry of Industry and Construction Production of Turkmenistan in partnership with the ES “Turkmen Energy Forum”, CIET 2025 will be held under the theme “Smart Construction. Clean Energy. Sustainable Future.” The motto encapsulates Turkmenistan’s strategic vision of becoming a regional hub for innovation, green technology, and international investment cooperation.
The conference is timed to coincide with the Day of Construction and Industry Workers of Turkmenistan, emphasising its symbolic role in celebrating the nation’s achievements in modernisation, innovation, and economic diversification.
Global Participation and Strategic Dialogue

CIET 2025 has attracted unprecedented international attention from industry leaders and experts. For the first time, DAMAC Properties, one of the Middle East’s most prominent developers headquartered in Dubai, will take part. Renowned for its large-scale residential, commercial, and hospitality projects, the company has expressed strong interest in investment opportunities within Turkmenistan’s construction and tourism sectors.

Among the distinguished participants are Ahmet Çalık, Chairman of Çalık Holding, a long-standing strategic partner of Turkmenistan in infrastructure and energy development, and Vladimir Petruk, CEO of Interbudmontazh Group, who will address the plenary session on sustainable construction and industrial cooperation.
Reflecting the industry’s technological momentum, the programme places a strong emphasis on digitalisation and artificial intelligence. Bitdeer Technologies Group (NASDAQ) will present its vision for digital transformation and efficiency through AI-driven computing and data-centre solutions.

Innovation will also feature through Wirtgen Group , represented by Andreas Busch, and POSCO International, represented by Sanggyu Moon - — global leaders in construction equipment and industrial supply chains.
In the gas-chemical and industrial-chemical sectors, Ella Mukerji Head of the Ammonia & Nitrogen Sector at Fertecon, will deliver a comprehensive industry outlook and analyse investment opportunities within Turkmenistan’s chemical and gas-processing complex.

Richard Dionne of CONNEX Support Unit will outline the country’s potential in renewable energy development, while Jeffrey Macdonald, Managing Editor at S&P Global Commodity Insights, will share the latest global trends across the cement, mineral-fertiliser, and building-materials markets.
A key session will be moderated by Herman Jean Pienaar, Head of Programmes at UN-Habitat, who will lead the discussion “Smart and Sustainable Construction: Digitalisation, Innovation and Human-Capital Development.” His participation highlights the synergy between Turkmenistan’s national priorities and the United Nations Sustainable Development Goals (SDGs).
Key Themes and Conference Tracks
CIET 2025 will open with a high-level plenary session titled
“Construction, Energy and Industry in the Year of Peace and Trust: Sustainable Growth, Investment and Cooperation.”
The discussion will focus on regional integration, public-private partnerships, and international investment in infrastructure and energy projects.
The conference features four dedicated tracks, each addressing a strategic pillar of Turkmenistan’s industrial agenda:
- Smart and Sustainable Construction: Digitalization, Innovation, and Workforce Development — digital technologies, AI, robotics, and training for future skills;
- Building for the Future: Materials, Cities and Climate Adaptation — low-carbon materials, climate-adaptive design, and modern urban development;
- Reliable Energy and Competitive Chemical Industries for Growth — modernisation of gas and petrochemical complexes, enhancing energy efficiency and environmental resilience;
- Financing the Future: Mobilizing Capital for Sustainable Infrastructure — investment mechanisms, green financing, and the development of industrial zones and infrastructure clusters.
Each track is designed to translate dialogue into practical outcomes — identifying specific actions to advance sustainable growth, industrial diversification, and technological collaboration.
Avaza — A Symbol of Progress and International Partnership

Hosting CIET 2025 in the Avaza National Tourist Zone embodies Turkmenistan’s vision for accelerated, balanced, and regionally inclusive development. The forum draws attention to the country’s transformative projects — from the smart city of Arkadag and new residential districts in Ashgabat to the creation of industrial clusters, transport corridors, and multi-functional complexes nationwide.
Coinciding with major infrastructure projects in western Turkmenistan, CIET 2025 reflects the country’s long-term development trajectory. Among them: the opening of the Garabogaz Bay road bridge, the commissioning of the Turkmenbashi–Garabogaz–Kazakhstan border highway, and the launch of a 20,000 m³/day water-treatment plant in Esenkul district.
Together with the CIET 2025 agenda, these developments underscore Turkmenistan’s steady progress and its commitment to strengthening its industrial base, enhancing regional connectivity, and unlocking the nation’s transport-and-logistics potential.
By bringing together leading international investors, developers, and technology companies, the forum will catalyse investment in modern residential projects, smart-city systems, industrial parks, tourism infrastructure, and integrated construction and energy solutions that drive sustainable development.
The event will conclude with a series of celebratory occasions — a formal opening ceremony, cultural programme, and gala dinner marking the Day of Construction and Industry Workers of Turkmenistan.

Ultimately, CIET 2025 in Avaza is more than a conference — it is a platform for global partnership, where innovation, technology, and sustainable growth converge into a shared vision. Here, on the Caspian shore, vision meets opportunity — and a new era of smart construction, clean energy, and sustainable development for Turkmenistan begins.
