The representatives of the Ministry of finance and economy of Turkmenistan in video communication mode took part in the international webinar, devoted to the development of the legal environment for entrepreneurship.
During the meeting the experts of the Economic Cooperation Organization’s Secretariat and other specialists provided the review of the relevant world practice and experience, particularly in the context of pandemic economic results’ minimization for business.
This webinar has opened the series of the events, appealed for facilitate state authorities of Turkmenistan in solution of priority tasks related with improvement of regulatory conditions of small and medium-sized entrepreneurship up growth in the country which becomes the part of more large-scaled regional project “Improvement of enterprise legal environment of the Central Asia countries”.
As it was highlighted by the Turkmen side, the first stage of this project realization was very useful not only for cooperation of Turkmenistan with Turkmenistan with ECOS as well as for the increase of the potential of state employees and private sector of the country in promotion of the reforms regarding transition to market economy.
At present time in our country the work on simplification of many procedures in the sphere of the registration of the entrepreneurs, entities and organizations. In the framework of the state policy held by the Head of the Turkmen State, Gurbanguly Berdimuhammedov, with the aim of economy digitalization, electron document control system was developed, also, “one window” based registration system is to be embedded.
An important event of the current year was the adoption of the Law of Turkmenistan “On electronic documents, electronic document management and digital services”. The law regulates relations arising from the use of an electronic document and is the legal basis for the introduction of electronic documents, electronic document management and digital services into the activities of state institutions.
The state registration of legal entities and investment projects will soon be completely transferred to the electronic document management system. Already, per certain procedures related to state registration, re-registration and liquidation of legal entities, some of the functions are carried out online.
A local network has been created and is actively functioning between the central office in the capital and velayat registration departments, which simplified the system of document approval between them. An automated system for accepting applications for confirming the names of legal entities and approving documents for registration or re-registration of legal entities is being introduced.
In addition, an online form has been introduced for submitting applications for confirmation of the names of legal entities. It is also planned to organize the acceptance of payment for registration and confirmation of names in online format.
The new database structure of the State registry of companies is developed. In the nearest future, several electronic services on registration of legal entities is to be launched as well as oversimplify its order.
