Topical issues of state life were discussed at a meeting of the Cabinet of Ministers, which was held by President Gurbanguly Berdimuhamedov via digital video communication system.

First Deputy Chairman of the Cabinet of Ministers G. Mushshikov reported on the situation in the reported structures, the assignment by the privatization of state-owned enterprises and transformation into joint stock companies, as well as creation on their basis of private enterprises.

To this end, the Ministry of Finance and economy has analyzed the proposals received and prepared a list of a number of objects to be privatized.

Summing up the report, the President stressed that the economic effect of privatization of state property is intended to further promote the country's progressive transformations. Noting the importance of clear implementation of priority tasks in this direction, the head of state instructed the Deputy Prime Minister to continue the planned work.

Deputy Chairman of the Cabinet M. Meredov reported on the status of structural subdivisions of the fuel and energy sector and promotion of a number of investment projects implemented in accordance with the "Program of development of oil and gas industry of Turkmenistan for the period till 2030" and aims to increase sizes of oil production by increasing the productivity of wells.

In this context, the State concern "Türkmennebit" attaches great importance to interaction with long-standing and reliable partners in the oil and gas industry.

After hearing the report, the head of state noted that there are opportunities for effective interaction with foreign partners, primarily in the field of introduction of modern technologies, the latest scientific and engineering developments that contribute to increasing the volume of hydrocarbon production.

The Deputy Prime Minister was instructed to attract foreign investment to the oil and gas sector and study the experience of leading energy companies in improving the industry's management system.

Expressing extreme dissatisfaction with the improper performance of official duties and the weakening of control over the activities of supervised structures to the Chairman of the State concern "Türkmengaz" M. Archayev, the President demanded to take appropriate measures to improve the efficiency of the structural divisions of the industry.

Deputy Chairman of the Cabinet of Ministers Sh. Durdylyev reported to the President on the measures taken by the Ministry of industry and construction production to establish the production of metallurgical silicon based on local raw materials.

Currently, the above-mentioned Ministry is working simultaneously on several projects for the development of the industrial sector based on rich deposits of minerals and raw materials.

At the state enterprise "Türkmendemirönümleri", the ministries of industry and construction produce various types of products that are delivered to numerous construction sites in the capital and velayats. Chemical additives are introduced for the strength and quality of metal products produced at the enterprise.

The Ministry of industry and construction production and The Institute of chemistry of the Academy of Sciences jointly conducted practical tests and obtained positive results for the production of a chemical additive from quartz Sandstone, iron mixtures and petroleum coke from the Mäne Deposit located in the foothills of Kopetdag.

After hearing the report, the President stressed the exceptional importance of the measures taken to develop the domestic heavy industry and focused the attention of the relevant managers on the need to continue to study in detail and study the possibilities of producing popular construction products based on local raw materials.

In this context, it was noted that the research of numerous mineral deposits should be continued, which will significantly expand the range of building materials produced in the country.

In the future, the active industrial development of local resources and the creation of new industries will not only increase the pace of construction of various facilities in the country, but also establish the export of high-quality products. This will directly contribute to the rapid development of the construction sector and create additional jobs, which means that it will further strengthen the national economy.

Noting that the new products should be tested in a special laboratory of the Main state service "Turkmenstandartlary" and fully meet the requirements, President Gurbanguly Berdimuhamedov gave the Deputy Prime Minister specific instructions.

Then Deputy Chairman of the Cabinet of Ministers E. Orazgeldiev reported on the seasonal field work carried out in the regions of the country.

After hearing the report, the head of state noted the importance of the agro-industrial complex for the development of the national economy and ensuring food abundance. In this context, the need to ensure a high rate of continuing grain harvest, effectively using the capabilities of modern technology, was emphasized. 

Noting the importance of increasing the volume and expanding the range of products produced in agriculture, President Gurbanguly Berdimuhamedov gave specific instructions to the Deputy Prime Minister.

Deputy Chairman of the Cabinet of Ministers B. Ovezov reported on the work being done in the country to digitalize the economy and create automated electronic information databases.

As it was noted, program work is currently underway to digitalize all sectors of the national economy, including ensuring legal regulation in this area.

The Agency "Turkmenatlary" established electronic document management in the province and the Metropolitan municipal administration. Steps are being taken to improve the activities of the state postal company "Turkmenpochta". Information about the services provided to clients is posted on websites and regularly updated, and an e-Commerce system has been created. Websites for Newspapers and magazines are created.

The Deputy Prime Minister reported that automated electronic information databases are being created in ministries and departments, velayat and city hyakimliks, and this work is planned to be completed by the end of 2022.

After hearing the report, the head of state stressed that ensuring universal availability of it services is one of the key tasks of digitalization. Special emphasis was placed on the importance of strengthening the material and technical base of the Agency "Turkmenaragatnashyk" and training specialists in this field,

improving their skills. Entrepreneurs who have the right to carry out activities in this area should also actively participate in the creation of a system of automated electronic information bases, the President noted.

Deputy Chairman of the Cabinet of Ministers of Ch. Gylyjov reported on the work being done to increase sales of textile products in foreign and domestic markets.

According to the Deputy Prime Minister, environmentally friendly products of domestic textile enterprises are in high demand both among local consumers and in foreign markets. Specialists of the Ministry of textile industry are working on creating national brands.

It was reported that new models of clothing designed for children and adults, as well as shoes, were developed to meet the growing consumer demand. New samples of sports uniforms for students were prepared, taking into account the specifics of each University and using elements of national ornament. To sell these products, it is proposed to open a number of new specialty stores in the capital and velayats.

In order to increase the production capacity of textile enterprises, it is planned to implement investment projects to modernize them and equip them with modern equipment.

After hearing the report, the President stressed that Turkmen textiles are steadily increasing their competitiveness not only in the domestic market, but also abroad due to the accelerated development of specialized industry based on advanced technologies.

The textile industry, thanks to its huge resource potential, has become an example of the dynamic development of the processing sector of the economy of Turkmenistan. The production base of the industry is constantly being modernized, and the range of high-quality finished products that confidently replace the products of foreign manufacturers is steadily expanding, the head of state stated.

Special attention should be paid to the compliance of textile products produced in the country with international quality and environmental safety standards. Turkmen designers, studying the needs of the domestic market, focusing on the seasonal needs of the population, should develop and launch new clothing lines of fashionable world trends and other goods, the leader of the nation noted, addressing instructions to the Deputy Prime Minister in this regard.

Appropriate advertising and information support is also important for more active promotion of textile products abroad. The head of state also gave specific instructions to train highly qualified specialists for the industry, as well as to organize trade and create conditions for the convenience of customers.

Deputy Chairman of the Cabinet of Ministers B. Abdiyeva reported on the preparations for the holding of the culture Week 2020 in Dashoguz velayat on June 22-27, and submitted to the head of state a draft Resolution on the organization of the culture Week in 2021 in Lebap velayat.

The Deputy Prime Minister reported on various events planned in the Dashoguz velayat. Thus, in the framework of large-scale cultural events will take place the premiere of the Opera "Nejep oglan" National music and drama theatre named after Magtymguly and the awarding ceremony of creative workers, awarded honorary titles of Turkmenistan and the winners for the Presidential award.

After hearing the report, the head of state stressed the importance of the upcoming culture Week and festive events in the Dashoguz velayat for improving the profile sphere and popularizing the national heritage.

The President of Turkmenistan signed a Decree on holding a week of culture in 2021 in the Lebap velayat, sending it to the Deputy Prime Minister on the electronic document management system.

Deputy Chairman of the Cabinet of Ministers P. Agamyradov, summoned by video link, reported on the ongoing work to improve the national system of health, education and science.

After hearing the report, the head of state focused on the need to improve the efficiency of scientific research in all sectors of the economy, expand the range of use of the potential of research institutions, the experience and knowledge of scientists from higher schools, as well as establish cooperation with foreign research and educational centers.

Deputy Chairman of the Cabinet of Ministers, Minister of foreign Affairs R. Meredov reported on the measures taken to implement the Program for the development of foreign economic activity of Turkmenistan for 2020-2025.

In order to implement it, we are working to strengthen partnerships with international financial organizations and banking institutions, including the world Bank and the International Finance Corporation, the Asian Development Bank, the European Bank for reconstruction and development, and the Islamic Development Bank.

In this context, effective steps are being taken to increase the country's export opportunities and attract foreign investment in projects, in particular, carried out by enterprises-members of the Union of Industrialists and entrepreneurs of Turkmenistan in the fields of agricultural and food production.

In order to expand and bring cooperation with the world Bank to a new level, it is also proposed to start developing an appropriate strategy with the participation of relevant domestic structures.

Summarizing the report, President Gurbanguly Berdimuhamedov noted that the key direction of development of the national economy is the course of industrialization, diversification of the industrial complex, increasing the production of high-quality competitive products and the volume of its exports.

In this context, the President pointed to the need to search for new formats of cooperation and enter into promising joint projects in various sectors of the economy, including its innovative sectors. At the same time, great importance is attached to the activation of direct contacts through business structures.

The Deputy Prime Minister and head of the foreign Ministry were instructed to continue purposeful work to implement the principles of economic diplomacy, increase the investment attractiveness of our country, and strengthen its position on the world market.

The speaker of the Mejlis G. Mammedova informed the head of state about the current activities of the national Parliament. New draft laws are being prepared, including in the areas of regulation of social and labor relations, migration, veterinary medicine, and healthcare. Legal acts requiring amendments and additions are being analyzed. On June 20, the 10th session of the Mejlis is scheduled to be held, where new legislative documents will be considered.

According to the head of state, legislative activity is a key tool for implementing large-scale state programs and is designed to help improve the standard of living of our people.

Addressing the Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council, Ch. Amanov. The President stressed the importance of strict adherence to the principles and goals of the defense military doctrine of independent, neutral Turkmenistan. 

A number of other important issues were also discussed at the Cabinet meeting, and appropriate decisions were made on them, the state news Agency of Turkmenistan reports.
