The event was initiated by the Embassy of the people's Republic of China in Turkmenistan. The solemn event was attended by representatives of China and Turkmenistan — state leaders, public figures, diplomats of foreign countries, journalists, scientists, representatives of business communities.

The reception was led by Ambassador extraordinary and Plenipotentiary of the People's Republic of China to Turkmenistan Sun Weidong, who personally met each guest.
