Effective March 1, 2026, Georgia banned foreign citizens from working as taxi drivers, couriers, and tour guides. The corresponding decree was signed by Prime Minister Irakli Kobakhidze, according to sotaproject.com.
The ban was introduced within the framework of a large-scale labor market reform that includes quotas for low-skilled foreign labor. Zero quotas have been established for the three professions mentioned, effectively banning employment in these fields.
Additionally, starting in March, the country will introduce mandatory work permits for foreign citizens—both for employment and for private businesses. Employers will be required to post vacancies on the state portal worknet.moh.gov.ge, and only if no Georgian citizens respond within 10 days will foreign applicants be considered for the selection process.
The restrictions do not apply to highly qualified specialists with salaries of approximately 5 000 euros per month, as well as to employees of international and innovative companies.
