Armenia and Turkmenistan have maintained long-standing friendly relations based on mutual respect and trust, and political dialogue between the two countries has been steadily developing since the establishment of diplomatic relations in 1992. This was stated by Armenia's Ambassador to Ashgabat, Arsen Avagyan, speaking at a conference dedicated to Turkmenistan's Diplomatic Workers' Day.

"Armenia and Turkmenistan have long-standing friendly relations based on mutual respect and trust. Diplomatic relations between our countries were established on October 9, 1992, and since then, political dialogue has consistently developed both bilaterally and multilaterally. We value the centuries-old ties between the Armenian and Turkmen peoples," Avagyan said.

Opening his speech, the ambassador praised the contribution of Turkmen diplomats to fostering an atmosphere of mutual respect and trust in the international arena. He stated that diplomacy is the art of dialogue, a culture of responsibility, and a school of communication between countries, and that the Turkmen diplomatic service rightfully enjoys the respect of the international community. Avagyan particularly emphasized the systematic work to strengthen human resources, develop a professional school of diplomacy, and support young specialists—this, he said, is what ensures the sustainability and consistency of Turkmen diplomacy.

Touching upon Turkmenistan's foreign policy, Avagyan emphasized that it is rightly considered an example of a consistent, balanced, and peaceful policy based on the principles of permanent neutrality, equality of states, and non-interference in internal affairs. The Ambassador recalled that these principles received international recognition back in 1995 with the adoption of a corresponding resolution by the UN General Assembly, and Turkmenistan's unanimous election to the UN Economic and Social Council for the period 2026–2028 was further confirmation of the international community's trust in this course.

According to him, the diplomatic missions of the two countries—the Embassy of the Republic of Armenia in Ashgabat and the Embassy of Turkmenistan in Yerevan—play a key role in strengthening Turkmen-Armenian cooperation. Regular contacts between the foreign ministries, meetings of foreign ministers, and expert-level consultations contribute to the expansion of cooperation in trade, economic, humanitarian, cultural, and educational spheres. Of particular significance in the development of bilateral relations in 2025 were two visits by Armenian President Vahagn Khachaturyan to Turkmenistan—in August and December—during which meetings were held with Turkmen President Serdar Berdimuhamedov and National Leader of the Turkmen People Gurbanguly Berdimuhamedov, where a mutual commitment to developing an open and respectful partnership was reaffirmed.

Avagyan also highlighted prospects for cooperation in the transport and logistics sector, noting the new opportunities opened up by the implementation of the TRIP project in the South Caucasus – a route passing through Azerbaijan and Armenia aimed at ensuring international peace and prosperity. According to him, participation in such infrastructure projects contributes to strengthening regional economic integration and the formation of new strategic partnerships.

Concluding his address, the ambassador conveyed to the Turkmen diplomats his sincere congratulations and wishes for good health, prosperity, and new professional achievements. "May your work continue to be filled with wisdom, professionalism, and new achievements for the benefit of the peoples of our countries and the entire international community," Avagyan said, expressing his deep respect for all those who have dedicated their lives to the noble mission of serving the state on the international stage.
