Turkmenistan is developing telecommunications and the digital economy

The Ministry of Communications of Turkmenistan is implementing a range of infrastructure and technology projects aimed at strengthening the country's position in the regional telecommunications system and transitioning to a digital economy.

In the area of international connectivity, the ministry is working on the construction of the “Arkadagyň Ak ýoly bilen Serhetabat – Hyrat” fiber-optic line and a joint project with Azerbaijan to lay a submarine cable along the bottom of the Caspian Sea. Concurrently, the Etrek – Incheburun and Bekdash – Temirbaba landlines are being built. The implementation of these projects will increase the number of international fiber-optic connections from eight to eleven.

By presidential decree, the Ministry of Communications has been designated the authorized body for the implementation of the digital economy. The agency has been granted authority over electronic document management, digital services, and e-government.

The state program for 2026-2028 includes modernizing the legislative framework, developing a National Artificial Intelligence Strategy, and implementing blockchain and Internet of Things technologies. The program includes training specialists, supporting talented youth, and measures to attract foreign investment in the IT sector. Plans include developing software exports and creating a national cloud computing system to ensure cybersecurity.
