Several Turkmen and international universities signed cooperation agreements. According to the State News Agency of Turkmenistan, the signings took place in a hybrid format as part of the international scientific conference and exhibition "Healthcare, Education, and Sports in the Era of Revival of a New Era of a Powerful State," currently underway in Ashgabat.
These include:
Memorandum of Mutual Cooperation between the Magtymguly Turkmen State University and the B.B. Gorodovikov Kalmyk State University;
Memorandum of Understanding between the Yagshygeldi Kakayev International University of Oil and Gas and Sukhumi State University;
Memorandum of Understanding between the Dovletmammet Azadi Turkmen National Institute of World Languages and the Norwich Institute of Language Education;
Memorandum of Understanding between the Oguz han University of Engineering and Technology of Turkmenistan and the Hanoi University of Science and Technology;
Cooperation Agreement between the Magtymguly Turkmen State University and the Perm State National Research University;
Memorandum of Understanding between Magtymguly Turkmen State University and Ankara University of Social Sciences;
Memorandum of Understanding between the Aba Annaev International Academy of Horse Breeding and the National University of Life and Environmental Sciences of Ukraine;
Cooperation Agreement between the Myrat Garryev State Medical University of Turkmenistan and Kazan State Medical University;
Memorandum of Understanding between the International University for Humanities and Development and the University of Westminster;
Agreement on academic and cultural cooperation between Dovletmammet Azadi the Turkmen National Institute of World Languages and the Faculty of Philosophy III – Pedagogical Science of the Martin Luther University of Halle-Wittenberg;
Memorandum of Understanding between the Turkmen State Financial Institute and the Azerbaijan State Economic University;
Memorandum of Understanding between the Turkmen State Institute of Economics and Management and the Azerbaijan State University of Economics.
A joint Work Plan for 2025 was also signed between the Ministry of Health and Medical Industry of Turkmenistan and the representative office of the United Nations Population Fund (UNFPA) in Turkmenistan, as well as an Agreement on the purchase of vaccines and equipment for immunization for 2026–2028 within the framework of the Memorandum of Understanding on the Provision of Procurement Services between the Government of Turkmenistan and the United Nations Children's Fund (UNISEF).
