One of the key goals of progressive reforms in Turkmenistan in the modern era is the effective management of labor resources, which constitute the active part of the population, in the structure of which the number of citizens of working age predominates.
As the State News Agency of Turkmenistan reports, given the successfully implemented industrialization policy of Turkmenistan, its innovative development, great importance is currently attached to the issues of employment of the population. As the economic reform deepens in the country, a labor market is being formed based on the exclusive right of a person to manage his/her abilities.
An important practical step in this direction was the approval of the Concept of Development of the Labor Market in Turkmenistan until 2030, the main goal of which is to develop program measures aimed at developing the labor market in the long term, taking into account the initiatives for the socio-economic transformation of the country, large-scale reforms, as well as ongoing activities to strengthen social protection of the population.
According to the Concept, the priority tasks include further improvement of the relevant legislative acts in the coming years, taking into account the standards and provisions of the specialized agency of the UN – the International Labor Organization, as well as the development of the country's economy and national characteristics.
At the same time, it is planned to continue work to ensure the availability of information on employer vacancies and employee needs and to update its methodology.
In order to meet the needs of Turkmen citizens wishing to work abroad, protect their rights and coordinate relevant activities, it is planned to take measures to regulate such important tasks as organizing the entry of Turkmen citizens into the international labor market and concluding agreements with foreign partners.
In the context of increasing the importance of measures to protect the health and life of workers, the Concept provides for the implementation of practical steps to monitor working conditions. Thus, in the near future, it is planned to modernize the structure of the relevant state bodies and review their powers in order to strengthen control over compliance with labor legislation, the rights of employees to safe working conditions in the workplace, as well as other guarantees established by law.
