Training on methodologies for calculating costs and financing for national development was held in Ashgabat

Special training was conducted for representatives of various ministries and departments of Turkmenistan responsible for budget planning and execution.


According to the publication “Turkmenistan: Golden Age”, the event was organized by the Office of the UN Resident Coordinator and the UNESCO multisectoral regional office in Bangkok. The purpose of the training is to promote capacity development, exchange of knowledge and experience between participants from various sectors.


The training included discussions on UNESCO's work on costing tasks with a focus on equitable access to quality education for young children, enabling participants to gain theoretical knowledge and learn realistic and country-specific methodologies.


Experts from various UN agencies shared their experiences. A brainstorming session was held among the participants on the possible use of the presented methodologies.


Topics covered included the importance of a systematic and effective costing and financing model for strategic decision-making for national development; review of methodologies for calculating the costs of achieving the SDGs; development of an operational plan for the introduction of preschool education in Turkmenistan; approaches and methodologies for developing a computer simulation model for calculating the costs and financing of national development to achieve the SDGs.


Participants also took part in practical group sessions led by Masaya Noguchi, Education Consultant at the UNESCO Multisectoral Regional Office in Bangkok.


A group discussion on the possibility of developing nationally relevant multi-sectoral costing and financing models was led by Vladimir Valetka, economist at the Office of the Resident Coordinator.


The knowledge gained will allow participants to apply basic calculation methods in practice, the source notes.
