At the meeting of the Council of Heads of State of the CIS, held on October 9, 2026, in Turkmenistan, a decision was adopted regarding measures to shape a positive image of the Commonwealth of Independent States and its member states in the information space.
The Republic of Tajikistan initiated the development of the document. The decision is based on the provisions of the UN Charter and the CIS Charter, as well as on generally recognized principles and norms of international law, including respect for sovereignty, non-interference in the internal affairs of states, the development of good-neighborly relations, and the strengthening of mutual trust among the countries of the Commonwealth.
The document aims to develop coordinated approaches among CIS states to preventing actions in the information and digital spheres that could damage the image of the Commonwealth and its members. Furthermore, it envisages encouraging responsible information policy and fostering media literacy and constructive information interaction.
Under the decision, the states will take measures to protect the image of the CIS and its members, assist one another in fostering a positive image of the Commonwealth, and refrain from disseminating information capable of creating a negative public perception of the CIS and its citizens. Measures are also in place to prevent the dissemination of content containing calls for radicalism and the incitement of interethnic and interfaith discord.
As noted, the adoption of this decision will foster the information resilience of member states and the development of a dialogue based on trust and respect within the information space, while also safeguarding the international standing and positive image of the CIS amidst global digitalization.
