Yalkap Hojagulyyev, Chairman and Chief Imam of the "Arkadagyň ruhy metjidi" religious organization, who is on a working visit to the Kingdom of Saudi Arabia, held a meeting on September 8, 2026, with Dr. Saleh bin Ali Al-Aqlah, President of the Islamic University of Madinah.

Following the negotiations, the parties agreed to conclude a memorandum of understanding between the Islamic University of Madinah and the higher education institution being established at the "Arkadagyň ruhy metjidi" in the city of Arkadag. The document provides for the development of cooperation in the field of religious education.

Yalkap Hojagulyyev invited Dr. Saleh bin Ali Al-Aql to visit Turkmenistan to view the higher education institution currently under construction at the "Arkadagyň ruhy" Mosque. In turn, the university president announced an international scientific conference scheduled to take place at the Islamic University of Madinah in January 2027 and invited the Turkmen side to participate.
