The State Committee of Turkmenistan for Physical Culture and Sports has approved the Regulation on the Sports and Health Center. The corresponding Order No. 269-Ö was issued on June 1, 2026, and registered by the Ministry of Justice of Turkmenistan on July 7, 2026, under number 1954.
This Regulation has been developed in accordance with the Law of Turkmenistan "On Physical Culture and Sport" and the Law "On Enterprises." It defines the procedure for establishing sports and health centers, organizing their physical fitness and training activities, and the conditions for engaging specialists and coaches.
According to the document, the center is being established as a physical culture and sports organization—or a structural subdivision of such an organization—to ensure the continuity of health-improvement activities and the training of the sports reserve and elite athletes. The center may be established using state funds or based on private or mixed ownership, including within the framework of a public-private partnership.
The Regulation devotes a special section to adaptive physical education and adaptive sports. The centers will be able to organize activities aimed at restoring impaired or temporarily lost bodily functions in individuals with disabilities and health limitations, facilitating their psychological adaptation, and supporting their social and professional integration.
The centers may be funded through state budget funds, the own funds of business entities, bank loans, international technical assistance, voluntary donations, and income from entrepreneurial activities.
Services provided by centers in the sphere of physical culture and sports are subject to mandatory certification in accordance with the procedure approved by a joint order of the State Committee of Turkmenistan for Physical Culture and Sports and the Main State Service "Turkmenstandartlary."
