The Russian President signed a law establishing a uniform procedure for mandatory medical examinations for foreigners arriving in the country. According to the document, the examination must be completed within 30 days of entry, compared to the previously allotted 90 days, vedomosti.ru reports.
All foreign citizens arriving for work, as well as persons planning to stay in the country for more than 90 days, are subject to mandatory medical examination. The check includes testing for drug use, as well as identification of dangerous infectious diseases and HIV infection.
The costs of the procedure will be borne by the foreign citizens themselves, their employers, and the service providers. Only medical organizations authorized by regional authorities will be able to conduct the examination.
The inspection results will be recorded electronically and automatically transmitted to the Ministry of Internal Affairs and Rospotrebnadzor via state information systems. A similar procedure will be applied when dangerous diseases or instances of drug use are identified during other medical examinations.
The law also requires foreign citizens to undergo annual medical re-examinations. Refusal or evasion of the procedure is punishable by a fine of 25 000 to 50 000 rubles, as well as the possibility of administrative deportation.
The document was submitted to the State Duma by the Speaker of the lower house of parliament, the Deputy Speaker, as well as the leaders of parliamentary factions and deputies. The State Duma adopted the law on May 27, and the Federation Council approved it on June 3. The document will enter into force on September 1, 2026.
