Türkiye sharply increases residence permit fees: who will be affected

A new fee system for residence permits will come into effect in Türkiye on May 1, 2026. The increase will affect citizens of dozens of countries, with some categories seeing increases of up to 930%.

According to Türkiye’s Directorate General of Migration, the cost of tourist residence permits for foreigners from most countries will increase significantly. An annual residence permit will now cost 28 467 lira (approximately 630 USD), a two-year residence permit 56 935 lira (approximately 1 260 USD), and a three-year residence permit 83,722 lira (approximately 1 860 USD). Before the new tariffs, an annual residence permit for citizens of most countries cost around 85 USD.

The countries whose citizens are eligible for the increase include the United States, the United Kingdom, Germany, France, Italy, China, India, Ukraine, Kazakhstan, Uzbekistan, Azerbaijan, Georgia, Armenia, Iran, Saudi Arabia, the UAE, Israel, Brazil, Canada, Australia, and dozens of other countries. For Russian citizens, the cost of a one-year tourist residence permit will exceed 28 000 lira (620 USD) compared to the previous 2 000 lira (44 USD), and a two-year one will cost 57 899 lira (1 284 USD) compared to 6 500 lira (144 USD).

Citizens of Turkmenistan will not be affected by the changes. Since 2011, Turkmenistan has been among the countries exempt from the residence permit fee in Türkiye in accordance with the principle of reciprocity—along with the Czech Republic, Denmark, Ireland, Kosovo, Nepal, Sri Lanka, and Syria. Citizens of these countries do not pay the residence permit fee, but the mandatory card processing fee of 964 lira (approximately 21 USD) remains applicable to all foreigners without exception.

Certain categories of applicants will also retain preferential treatment, regardless of citizenship: university students and long-term permanent residence permit applicants will continue to pay only the card fee, with no additional tax. All other categories—tourist residence permits, family residence permits, property owners, and those associated with citizenship-by-investment programs—are subject to the new pricing system.
