Turkmenistan and Russia celebrate the 34th anniversary of diplomatic relations

Over the past decades, Russia and Turkmenistan have built a deep strategic partnership based on respect, trust, and constructive dialogue. This was written by Russian Ambassador to Turkmenistan Ivan Volynkin in an article published in the newspaper "Neutral Turkmenistan" to mark the 34th anniversary of diplomatic relations between the two countries.

"Mutually beneficial cooperation between the two countries has actively developed and today rightfully enjoys the status of a deep strategic partnership," the diplomat noted.

According to him, Moscow and Ashgabat consistently demonstrate similar approaches to key issues on the global and regional agendas, expanding cooperation both bilaterally and within international organizations. Russia supported Ashgabat's proposed UN General Assembly resolutions "Declaring 2025 the Year of Peace and Trust" and "On the Neutrality of Turkmenistan." Turkmenistan, in turn, traditionally co-authors Russian initiatives to combat the glorification of Nazism, as well as in the areas of international information security and the peaceful exploration of outer space.

Volynkin noted that 2025 marked a significant milestone in the development of bilateral relations. Turkmen President Serdar Berdimuhamedov visited Russia twice: in May to participate in celebrations marking the 80th anniversary of Victory in the Great Patriotic War, and in December to attend an informal CIS summit in St. Petersburg. On December 12, Russian President Vladimir Putin addressed the plenary session of the International Forum in Ashgabat, marking the 30th anniversary of Turkmenistan's permanent neutrality, and held talks with both Turkmen leaders.

Among other significant events of the year, the ambassador highlighted the official visit of Russian Foreign Minister Sergey Lavrov to Turkmenistan in June 2025, which resulted in the signing of a Plan for Inter-Ministerial Consultations for 2025–2026, as well as the visit of the Chairperson of the Mejlis of Turkmenistan, Dunyagozel Gulmanova, to Moscow in October, which culminated in the signing of a cooperation agreement between the Federation Council and the Mejlis.

Diplomatic relations between Russia and Turkmenistan were established on April 8, 1992.
