What state benefits exist in Turkmenistan?

Social benefits are one of the topics of constant concern to the public in any state. Article 54 of the Constitution of Turkmenistan States that citizens have the right to social security based on age, in the event of illness, disability, disability, loss of breadwinner, unemployment and other legal grounds. What are social benefits, what types of benefits exist, and most importantly, how properly issue them?

What is a state benefit?

On January 1, 2013, the code of Turkmenistan on social protection of the population put into effect, which States that state benefits are part of the state system of social protection of the population in the form of monetary payments to citizens when they have the right to benefits.

In other words, this is material support from the state, which provided to citizens in certain cases determined by law. It provided not only to privileged categories of the population, but also to other citizens.

State benefits allocated in the form of monetary payments aimed at improving the standard of living of people in the event of unforeseen situations or family circumstances that recognized as socially significant. Benefits can paid either as a lump sum or regularly over a certain period.

What benefits are available in Turkmenistan?

In Turkmenistan, these types of benefits are established:

  •  State allowance for temporary disability;
  • State benefits for pregnancy and childbirth;
  • State allowance for the birth of a child;
  • State childcare allowance;
  • State disability allowance;
  • State allowance assigned to the spouse of a participant in the great Patriotic war;
  • State social benefit.

Who is eligible for benefits?

In Turkmenistan, the following categories of citizens can apply for benefits:

The right to state benefits for temporary disability granted to persons who have lost their ability to work during the period of work due to a General illness, labor injury (injury), or occupational disease and who have submitted a certificate of disability issued by a health care institution.

Right on, state benefits and maternity leave are women (working in enterprises, organizations and establishments, irrespective of form of ownership, passing military service, service in bodies of internal Affairs and dismissed from work in connection with the liquidation of enterprises, organizations and establishments, regardless of ownership, within three months from the date of dismissal) up to 32 weeks of pregnancy. The basis for the right to state maternity benefits is a certificate of disability issued by a health care institution.

The mother (father) or guardian of the child who was born is entitled to state benefits at the birth of a child. As well, as parents who adopted a child under the age of four months, if the allowance paid to the mother or father of the adopted child.

The right to childcare benefits, regardless of whether they are engaged in socially useful activities, granted to: 

  • a mother, father, or guardian who actually takes care of a child until the child reaches the age of three;
  • other relatives, actually caring for a child under the age of three years, in cases where the mother and (or) the father have died, declared dead, deprived of parental rights, limited parental rights, recognized it is unknown absent, incapacitated (capable), on a state of health cannot personally bring up and contain the child, serve their sentences in institutions executing punishment in the form of deprivation of freedom, depart from the child or from protection of their rights and legitimate interests or refused to take their child from educational, medical institutions and other similar institutions.

Men who have reached the age of 62 and women who have reached the age of 57 and are not entitled to a pension are entitled to state social benefits.

The following persons are entitled to state disability benefits:

  • children with disabilities under the age of 18;
  • persons with disabilities from childhood whose participation in compulsory pension insurance is less than five years;
  • persons with disabilities whose participation in mandatory pension insurance is less than five years.

Entitled to state benefit, and the spouse of the participant of the great Patriotic war, are spouses of those killed or missing in the war who died after returning from war, veterans of the great Patriotic war.

The state guarantees these categories of the population the appointment and payment of state benefits.

Which authorities should I contact for registration?

To receive maternity benefits, as well as temporary disability, the applicant must contact the employer at the place of main work.

For registration of other types of state benefits, you should contact the local Department of the Pension Fund of Turkmenistan at the place of permanent residence.

In some cases, may cease to pay benefits?

  • in case of departure of the person receiving benefit for permanent residence outside of Turkmenistan;
  • assignment of a pension to a person receiving state benefits;
  • when a child reaches the age of three, or when a child who has been provided with a state allowance dies;
  • expiration of the period of disability established by the medical and social expert Commission.
