On October 28, President of Turkmenistan Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers. It summed up the work done over the past week and announced the opening of new production and energy facilities, the expansion of international cooperation, as well as a rich cultural and sports program for November.
Announcements of upcoming openings and groundbreakings of new facilities in November
Two new gas turbine power plants built by the Turkish company Çalik Enerji will be put into operation at the Turkmenbashy oil processing complex. The design capacity of the power plants will be 70 Megawatt/hour.
The foundation of a new power plant with a capacity of 1574 MW will be laid on the territory of the Turkmenbashy etrap of Balkan velayat. It was previously reported that the electricity generated from it will be exported to Türkiye through third countries.
The commissioning ceremony of the Mary-Ahal power transmission line is being prepared. It is one of the stages of the project to create a unified ring energy system in the country.
In the village of Guvlymayak, Turkmenbashy etrap, Balkan velayat, will be the foundation stone of a large residential complex Kiyanly for employees of the SC “Turkmenhimiya”. It will include 4-storey buildings with 472 apartments, a secondary school with 320 places, a kindergarten with 120 places and a shopping and entertainment center.
Construction of a new health resort complex with 400 beds, equipped with modern equipment, will begin at the “Archman” sanatorium in the Ahal velayat of Turkmenistan. Construction work will begin in November and end in October 2026.

• November 14-16 – IV International Theater Festival “Theatrical Art of a Happy Era”;
• November 23-28 – World Kurash Championship in Ashgabat;
• Forums and creative events dedicated to the 300th anniversary of the birth of Magtymguly Fragi;
• Universiade “Turkmenistan – a country of inspiration and health”;
• Premiere of the film Ýaşlar.
Economy
The State Bank for Foreign Economic Affairs of Turkmenistan and the rating agency Fitch Ratings will expand cooperation. A corresponding document is being prepared for this purpose. Interaction between the parties will help attract additional investments into the economy of Turkmenistan and simplify credit conditions.
The Turkmen-Turkish business forum in Ankara, which was held within the framework of the visit of President Serdar Berdimuhamedov to Türkiye, was attended by 700 people, including heads of leading companies in the republic. During the event, 15 meetings were held and 14 contracts and agreements were signed.
On November 1, Ashgabat will host the 16th meeting of the “Central Asia – Republic of Korea” Cooperation Forum. A number of business events will take place within its framework: Business forum of young entrepreneurs from Central Asia and the Republic of Korea; 4th meeting of the Business Council “Central Asia - Republic of Korea”; 5th meeting of the Business Council “Turkmenistan - Republic of Korea”; Exhibition of achievements of the Central Asian states and the Republic of Korea.
The international cooperation
In November, Turkmenistan will host the 6th meeting of the Intergovernmental Turkmen-Chinese Cooperation Committee, as well as meetings of its Subcommittees. Currently, preparations are underway for meetings of six Subcommittees - on trade, economic, scientific and technical cooperation, on interaction in the field of transport and logistics, security, as well as on humanitarian and energy cooperation.
Turkmenistan will develop a Roadmap of specific measures to intensify Turkmen-Turkish relations in the political sphere. Currently, active preparations are underway for the next meeting of the Intergovernmental Turkmen-Turkish Commission on Economic Cooperation and the Exhibition of Export Goods of the Republic of Türkiye on December 6-8. The relevant ministries and line departments of the two states are drawing up a calendar of cultural, scientific and educational events planned for 2024.
President of Turkmenistan Serdar Berdimuhamedov signed documents approving the leadership of the Turkmen-Chinese Intergovernmental Cooperation Committee and its subcommittees on the Turkmen side, as well as the composition of the Intergovernmental Turkmen-Belarusian Commission on Cooperation in the Field of Science and Technology on the Turkmen side.
Legislation
Deputies of Turkmenistan are working on a new edition of the Civil Code, as well as amendments and additions to a number of laws, including on the protection of national historical and cultural heritage sites, on hydrometeorological activities, etc.
