Topical issues of state life, as well as drafts of a number of documents aimed at further socio-economic development of the country, were considered at a meeting of the Cabinet of Ministers, which was held by President Gurbanguly Berdimuhamedov via digital video communication system.

Turning to the agenda, the head of state gave the floor to Deputy Chairman of the Cabinet of Ministers G. Mushshikov. The Deputy Prime Minister reported on the draft Resolution “On the privatization of some buildings in the city of Ashgabat”, as well as on the work carried out in the Committee on precious metals and precious stones.

A draft Resolution on direct (targeted) privatization by members of the UIET of shops, a restaurant and a trading house located in Ashgabat was submitted to the leader of the nation for consideration, with the conditions for maintaining the main profile of their activities and jobs.

In continuation of the report, information was provided on the activities of the Committee on Precious Metals and Precious Stones of the Central Bank, which ensures the formation, accounting, preservation, sale, as well as their processing in the form of raw materials and scrap. In particular, control is exercised over individuals and legal entities that manufacture jewelry and other products from precious metals and valuable stones, and use them in their work.

It was reported that, together with the relevant institutions, the Regulations on it and statutory documents were revised. In this regard, a proposal was put forward for the consideration of the head of state to rename this state body into the Fund for precious metals and precious stones of the Central Bank.

After hearing the report, President Gurbanguly Berdimuhamedov noted that our country has achieved a dynamic growth of a socially oriented economic sphere, which is based on various forms of ownership and provides for a gradual transition to market relations.

In order to deepen cardinal reforms in this area on the basis of the active introduction of effective management methods, the formation of various ownership structures for the management of enterprises in the sectors of the national economic complex, a phased privatization of objects is being carried out.

The steps taken in this direction contribute to an increase in the share of the non-state sector of the national economy, the leader of the nation noted. Having signed a decree on the privatization of some enterprises located in the city of Ashgabat, the head of Turkmenistan sent it to the Deputy Prime Minister, addressing the relevant instructions.

Focusing on the renaming of the Committee into the Fund for Precious Metals and Precious Stones of the Central Bank, President Gurbanguly Berdimuhamedov approved this proposal, instructing the Deputy Prime Minister to carry out the necessary work together with relevant departments.

Then Deputy Chairman of the Cabinet of Ministers G. Mushshikov reported on the activities carried out in the complex he supervises, as well as on the timely delivery of the facilities being built in the Dashoguz velayat dedicated to the 30th anniversary of the independence of the Motherland.

The head of state instructed the deputy prime minister to keep under strict control the pace of construction of facilities in the capital and in the Dashoguz velayat, the commissioning of which is timed to coincide with the upcoming anniversary of Turkmenistan's independence.

Deputy Chairman of the Cabinet of Ministers M. Meredov reported to the leader of the nation on the measures taken to increase the production potential of oil and gas enterprises, to increase the production and processing of hydrocarbons. For consideration by the head of state, a draft resolution was presented, providing for the purchase of pipes.

It was also reported on the ongoing work on the construction project in the Ahal velayat of the second plant for the production of gasoline from natural gas. The relevant documents on the design and construction of the “turnkey” of this gas chemical complex were signed between the State Concern “Turkmengaz” and a group of Japanese companies in 2018 and 2019.

Among them is the creation of new modern gas processing facilities producing a wide range of products in demand on world markets.

Stressing that Turkmenistan intends to continue to actively introduce highly efficient technologies and advanced scientific and technical developments, the leader of the nation spoke in favor of further strengthening cooperation in this area with leading world companies, including from Japan.

The head of state also indicated that the experience gained by domestic builders should be used in the construction of such ultra-modern facilities as the Ahal plant for the production of gasoline from natural gas, giving a number of specific instructions in this regard.

In recent years, the leader of the nation said, great strides have been made in the technical and technological modernization of the fuel and energy complex. The production of new products for the country - various types of polypropylene, polyethylene, synthetic motor gasoline, has been mastered, the characteristics of previously produced oil products are systematically improved.

In general, all this testifies to the high professionalism of Turkmen specialists, the great potential of the oil and gas industry of Turkmenistan. In this regard, the leader of the nation noted the expediency of preparation by our specialists and scientists of the project of the second plant for the production of gasoline from natural gas in the Ahal velayat together with Japanese partners and gave instructions to the relevant leaders.

Having signed the draft Decree "On the purchase of drilling pipes of various sizes by the State Concern “Turkmennebit”, the head of state sent it to the Deputy Prime Minister on the electronic document management system, giving appropriate orders.

President Gurbanguly Berdimuhamedov emphasized the importance of the Memorandum of Understanding signed yesterday between the Government of Turkmenistan and the Government of the Republic of Azerbaijan on joint exploration, development and development of hydrocarbon resources of the “Dostluk” field in the Caspian Sea.

The head of the Turkmen state stressed that this is a truly historic event in the life of our countries and peoples, which marked a new stage in the energy cooperation between Turkmenistan and Azerbaijan. As the leader of the nation emphasized, the steady strengthening of the industry's potential contributes not only to a reliable supply of electricity to the population and social and industrial facilities within the country, but also to an increase in the supply of Turkmen electricity to neighboring states, primarily to the Islamic Republic of Afghanistan.

Deputy Chairman of the Cabinet of Ministers B. Ovezov reported on the ongoing work on the preparation of the State Program for the Development of the Digital Economy of Turkmenistan for 2021-2025, as well as the Action Plan for its implementation.

It was reported that in accordance with the “Concept for the Development of the Digital Economy in Turkmenistan in 2019-2025”, the adoption of the new Program involves the introduction of amendments and additions to the existing legislative acts in the field of digitalization, the definition of tasks in order to create the “Electronic Government” system, the improvement of digital education and healthcare, training, as well as the phased placement of digital services on a single portal of public services - e.gov.tm.

It was noted that the Action Plan for the implementation of the Program defines specific deadlines for the implementation of the tasks and their performers.

The Vice Prime Minister also reported on the state of affairs at the objects of the transport and communication complex and in the supervised Balkan velayat, the commissioning of which is timed to the 30th anniversary of the independence of the Motherland.

After hearing the report and referring to the draft State Program for the Development of the Digital Economy of Turkmenistan for 2021-2025, President Gurbanguly Berdimuhamedov made a number of recommendations.

As the head of state noted, at present, national programs are being implemented in our country, among which one of the priorities is the Concept for the Development of the Digital Economy.

Modernization of the activities of state governing bodies, the introduction of the “Electronic Government” system will contribute to the successful implementation of the Program of the country's socio-economic development for 2020-2025 and other programs providing for the further development of our independent Motherland and society.

The President of Turkmenistan noted that digitalization is an urgent need and an effective management tool that helps to better organize, coordinate all processes, and monitor the effectiveness and quality of work.

Focusing on the importance of preparing the Program, the head of state instructed the Deputy Prime Minister to accelerate the pace of ongoing work and keep under strict control the implementation of the planned steps in this direction.

President Gurbanguly Berdimuhamedov also pointed out the need to keep in sight the issues of construction of objects planned for delivery in the subordinate complex and the Balkan velayat, scheduled for commissioning in honor of the 30th anniversary of the independence of the Motherland.

Then the Deputy Chairman of the Cabinet of Ministers Ch.Gylyjov reported on the work on creating a platform for electronic trade in textiles.

As reported, an electronic database is currently being developed, on the pages of which it is envisaged to place relevant information about textile brands, marketing services, including placing orders in electronic format for the purchase of various textile products manufactured in the country, etc.

It is also planned at the first stage to organize the delivery of orders for textile products in the country, and in the future - also abroad. The electronic trading platform will be equipped with special software. In the future, it is planned to establish interaction with global virtual trading platforms and with domestic information service resources, trading platforms.

This project is planned to be implemented by joint efforts of the marketing center “Altyn asyr” of the Ministry of Textile Industry and the Union of Industrialists and Entrepreneurs.

The Vice Prime Minister also informed the leader of the nation about the pace of work at the facilities of the shopping complex and the Ahal velayat he supervises, the commissioning of which is timed to the 30th anniversary of Turkmenistan's independence.

Summarizing the report, President Gurbanguly Berdimuhamedov noted that the trade sector is one of the leading industries demonstrating the advanced positions and achievements of the national economy in the transition to market relations. In this regard, the primary tasks are to increase the volume of trade, commodity abundance and saturation of the domestic market with the necessary products. Particular attention should be paid to increasing the production of export-oriented products.

Pointing to the importance of quality, expanding the range and improving the presentation of products, further developing the service sector and marketing, the leader of the nation addressed specific instructions to the Deputy Prime Minister.

The launch of a new electronic trading platform is intended to facilitate the implementation of the work defined in the “Program of the President of Turkmenistan for the socio-economic development of the country for 2019-2025” and the “Concept for the development of the digital economy in Turkmenistan in 2019-2025”, as well as expanding the range of cashless payments.

It is necessary to continue to carry out tasks to promote digitalization and ensure the functioning of intelligent networks, including the development of legislative support to expand the national network space, the range of Internet services, the leader of the nation ordered.

In this regard, the head of state demanded to speed up work on the creation of an electronic trade platform for textiles, giving the Deputy Prime Minister specific instructions.

Noting that the new buildings are visible evidence of the successfully implemented socially-oriented policy of the state, President Gurbanguly Berdimuhamedov instructed the Deputy Prime Minister to ensure strict control over the quality of ongoing construction work at the anniversary sites and their completion on schedule.

The commissioning and construction of new facilities, including by members of the Union of Industrialists and Entrepreneurs in the Agro-Industrial Complex in the year passing under the motto “Turkmenistan is the Motherland of

Geldinyyazov reported to the leader of the nation Gurbanguly Berdimuhamedov on the work carried out to prepare the Program for the Support and Development of Physical Culture and Sports in Turkmenistan for 2021-2025 and the Action Plan for its implementation, presenting a draft of the relevant Resolution for consideration by the head of state.

This Program was developed in order to support Turkmen sports and strengthen the health of citizens, form a unified system for educating the younger generation in the spirit of love for sports, honoring conscientious work, as well as improving the legal, organizational and material-technical base of activities to increase the authority of our sport in the world.

The main objectives of the Program are the improvement of the legislative framework for the support and development of physical culture and sports in Turkmenistan, increasing cooperation with specialized foreign organizations, introducing the achievements of world practice in the field of digital and innovative technologies in this area into the domestic sports sphere, popularizing physical culture and sports among the population, first of all, youth, training of masters of sports of international class, the development of science in the field of physical culture and sports, as well as other important events.

All these measures are aimed at strengthening the health of the nation, preventing diseases, as well as bringing Turkmen sports to the forefront in the world.

As noted, one of the key vectors of the foreign policy strategy of the President of Turkmenistan is to build up interaction with international organizations and interstate associations, including the European Union.

In cooperation with the EU, special attention is paid to long-term programs and projects implemented at the regional and national level in ensuring peace and security, sustainable economic development, health care, education, science and culture.

These include the Border Management Assistance Program in Central Asia (BOMCA) and the Central Asia Narcotics Prevention Program (CADAP), which have been implemented since 2003.

Draft financial agreements have been prepared for the 7th stage of the CADAP program and the 10th stage of the BOMCA program for 2021–2025, which have been reviewed by the relevant structures.

Over the next five years, within the framework of the BOMCA program, activities are planned in the following areas: assistance in strengthening cooperation between the states of Central Asia and Afghanistan in the field of improving border and customs security; improving the social conditions of the population in the border regions through economic growth; implementation of international best practices and information technology methods in the field of border management; assistance to law enforcement agencies in identifying and investigating transnational crime; improving digital cross-border transactions and strengthening regional trade in this area.

The activities to be carried out within the framework of the five-year CADAP program are aimed at increasing cooperation in improving national legislation in the field of combating drug trafficking, based on international practice, and promoting its implementation; prevention of drug trafficking to enhance public health security; creation of a unified regional information system for combating drug trafficking; formation of national information networks; expanding cooperation of our country with the EU, the UN Office on Drugs and Crime, WHO and other international organizations.

The Deputy Prime Minister presented draft financial agreements for the 7th stage of the CADAP program and the 10th stage of the BOMCA program for 2021-2025 for the consideration of the head of state.

After hearing the report, President Gurbanguly Berdimuhamedov emphasized the importance of the positive dynamics in the development of relations between Turkmenistan and the European Union, as evidenced by dozens of already implemented and ongoing joint projects and programs, including BOMCA and CADAP, contributing to the strengthening of effective partnerships in such an important area as ensuring global peace and security, counteraction to global threats and challenges of our time.

Our country stands for broad cooperation in this area, for the development of new models, the Turkmen leader said, approving the submitted proposals and giving specific instructions to the Deputy Prime Minister, the head of the foreign policy department.

The Chairperson of the Mejlis G. Mammedova informed about the current activities of the national parliament to improve the legal framework of the socio-economic reforms carried out in the country, improve the social and living conditions of the population and promote the foreign policy initiatives of the President of Turkmenistan.

Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov reported on the activities to maintain public stability in the country, the implementation of large-scale military reform.

The head of state was also reported on the preparations for the celebration of the Day of Defenders of the Motherland, celebrated in the country on January 27.

Having listened to the report and emphasizing the exceptional importance of steadily strengthening the defense capability and increasing the military potential of the Armed Forces, which act as the guarantor of a peaceful, calm life and creative work of our people, the President of the country noted that sovereign Turkmenistan has always been and will be committed to its neutral status, and gave specific instructions for further improving the activities of military and law enforcement agencies.

Addressing the members of the Government, President Gurbanguly Berdimuhamedov noted the significance of the coming 2021, marked by a glorious date - the 30th anniversary of the independence of the Motherland.

For 30 years, with the wide support of the native people, a huge amount of work has been done, many urgent tasks have been solved, and a modern look has been given to the cities and villages of the country.

Noting that in all these achievements there is a great merit of each leader, the head of Turkmenistan stressed that it would be advisable to appreciate their work and on the eve of the holiday to award those who distinguished themselves with state awards.

In this regard, the leader of the nation instructed to prepare characteristics for each leader, which will reflect his labor activity, a specific contribution to the development of our neutral state.

The meeting also discussed other important issues of state life, on which appropriate decisions were made, the “Neutral Turkmenistan” newspaper reported today.
