The President of Turkmenistan held a meeting of the state security Council

The results of the work done by the military and law enforcement agencies for ten months of this year were discussed today at a meeting of the State Security Council, which was held by the President of Turkmenistan, Supreme Commander of the Armed Forces of the country, army General Gurbanguly Berdimuhamedov.

The meeting also outlined long-term plans to improve the activities of military and law enforcement agencies and considered issues of further strengthening their material and technical base.

The first speaker was defense Minister B. Gundogdyev, who reported on the state of Affairs in the accountable structures, the measures taken in January-October to address the urgent tasks set by the leader of the nation to the Department, as well as on the progress of the autumn conscription campaign and on the implementation of the provisions of the Decree of the Supreme commander of the armed forces on the retirement of military personnel from the Armed Forces, other troops and military bodies.

Summing up the report, the President of the country noted that among the key factors for the successful implementation of the Military doctrine of a purely defensive nature are the provision of relevant structures with modern equipment and the active use of best practices in this area. In this context, the head of Turkmenistan Gurbanguly Berdimuhamedov ordered to keep under constant control issues related to strengthening the power of all branches of the national army.

Special importance should be attached to the observance of military discipline, Patriotic work in divisions and military units, and the education of young soldiers based on the exemplary example of their glorious ancestors, the leader of the nation said, addressing a number of instructions to the head of the Ministry.

Then the Minister of internal Affairs M. Chakyev reported on the practical steps taken during the period under review aimed at preventing offenses and maintaining public order in the country. There was also a report on the work being done to ensure fire safety and improve the activities of the road supervision service in order to prevent accidents on highways.

After hearing the report, the Supreme commander-in-Chief of the country's Armed Forces stressed the importance of monitoring compliance with law and order. The President of Turkmenistan has ordered that the issues of coordinated traffic both in the capital and in the velayats should be in the center of constant attention.

Defining priorities in implementation of modern organizational forms and methods of work in all structural units of the interior Ministry, as well as training of staff, the leader of nation Gurbanguly Berdimuhamedov has addressed to the Minister a number of specific instructions.

Head of the State border service Sh. Durdyev reported on the results of activities over the past ten months to ensure reliable protection of the sacred borders of the Fatherland, fulfill the instructions of the head of Turkmenistan on the technical equipment of border posts, and further improve the level of combat training of border guards.

The President of the country noted the huge contribution of border guards in maintaining peace and tranquility in the Turkmen land, where the traditions of good neighborliness with the nearest States and peoples are passed down from generation to generation. The leader of the nation also focused on improving the efficiency of the Border service.

Speaking about the importance of organized work on Patriotic education of young soldiers, as well as creating all conditions for them to successfully serve, the Supreme Commander of the Armed Forces of the country addressed a number of orders to the head of the Service.

Chairman of the Supreme Court G. Hallyev reported on the progress of the legal reform initiated by President Gurbanguly Berdimuhamedov, the results of activities in January-October, activities to ensure the rule of law in cases and lawsuits, and professional development of the Department's employees.

Summing up the report, the head of state stressed that Turkmenistan confidently follows the course of cardinal reforms and progressive transformations. At the same time, national legislation, which is regularly updated in accordance with the requirements of the time, is a reliable foundation.

Judicial officials have a huge responsibility for the decisions they make, the leader of the nation continued, instructing them to carefully study each individual case. President Gurbanguly Berdimuhamedov focused on the importance of strengthening the staff and improving the professional qualifications of judges and addressed specific instructions to the Chairman of the Supreme court.

During the meeting, the Supreme commander-in-Chief of the Armed Forces of the country signed a Decree on the appointment and dismissal of judges of the courts of Turkmenistan and assigning them qualification classes.

Then the Prosecutor General B. Atdaev reported on the results of inspections for compliance with the law, as well as the multi-faceted work carried out since the beginning of the year to prevent offenses.

Focusing on the need for timely execution of instructions, first of all, to ensure the rule of Law and the implementation of clear Prosecutor's supervision, the leader of the nation ordered to study in detail the appeals of citizens of the country.

This structure should employ only professional specialists who are conscientiously related to the performance of their official duties, head of state Gurbanguly Berdimuhamedov continued, giving the Prosecutor General a number of instructions.

Minister of national security G. Annaev reported on the implementation of the instructions previously given by the Supreme commander-in-Chief of the Armed Forces of the country and practical steps implemented in January-October 2020 to maintain stability, law and order in Turkmenistan.

After hearing the report, the leader of the nation demanded to continue taking measures to ensure a favorable socio-political environment. Focusing on the priority areas of the Ministry's activities, the leader of the nation addressed specific instructions to the head of the Ministry of national security.

Minister of justice B. Muhamedov, who then spoke, reported on the results of the analytical work carried out in January-October on the development of new laws, as well as on explaining the current legal acts to the population through the organization of citizens ' consultations.

Improvement and further comprehensive development of the national legislative framework is one of the urgent requirements of the time, President Gurbanguly Berdimuhamedov said. Today, legal monitoring is considered one of the necessary tools for managing state Affairs and developing civil society, the head of Turkmenistan stressed, giving specific instructions to the Minister in this regard.

Then the Chairman of the State migration service B. Ovezov reported on the state of Affairs in the reporting units, the implementation of instructions given by the leader of the nation to improve working methods, study the world experience in this area.

The coordinated activities of this body together with law enforcement agencies contribute to the development of trade, economic, cultural and humanitarian ties with foreign countries and, in General, strengthen the authority of Turkmenistan in the international arena, President Gurbanguly Berdimuhamedov stressed.

Focusing on the priority vectors of the Service's work arising from its direct duties and powers, the Supreme commander-in-Chief of the Armed Forces of the country demanded that attention be paid to improving professional training of personnel.

During the meeting, the leader of the nation signed a Decree on the appointment of A. Sazakov as Deputy Chairman of the State migration service.

Further, the Chairman of the State customs service M. Hudaykulyev reported on the activities of the head of the body during the reporting period, measures implemented to improve the efficiency of work through the use of new equipment, digital systems and the introduction of best practices.

Noting the special role of this structure in the dynamic development of foreign economic relations, the President of the country ordered to take appropriate measures to modernize the material and technical base of the Department, to ensure prompt and thorough inspection of all goods and cargo passing through the border. Focusing on issues of professional development, the leader of the nation Gurbanguly Berdimuhamedov addressed a number of instructions to the head of the Service.

Then Deputy Chairman of the Cabinet of Ministers, Secretary of the state security Council Ch. Amanov made a report on the results of the work of law enforcement agencies for ten months of this year, on the practical steps taken to implement the cardinal changes initiated by the head of state in the supervised sphere.

Summing up the report, the Supreme commander-in-Chief of the country's Armed Forces stressed that independent, neutral Turkmenistan steadily implements the policy of peace, good-neighborliness and broad international cooperation and intends to continue following the chosen course, establishing a constructive, mutually interested dialogue with both individual countries and reputable international organizations.

The defense military doctrine consistently implemented is aimed at strengthening national security and increasing the power of the army in order to ensure a creative and prosperous life for the Turkmen people, President Gurbanguly Berdimuhamedov said.

Having identified among the priority tasks the further modernization of the material and technical base of all power structures, the creation of decent conditions for the service and life of military personnel, the leader of the nation addressed specific instructions to the Deputy Prime Minister and Secretary of the state security Council.

Summing up the meeting, the head of state instructed the heads of military and law enforcement agencies to keep under control the issues of law and order, which are essential conditions for the country's successful progress towards the high goals of the era of power and happiness.
