In Turkmenistan, the order of the head of the State customs service No. 94 dated September 21, 2020 sets the terms for temporary import of vehicles into the customs territory of the country.
According to the order, temporarily imported into the territory of Turkmenistan, the vehicle should immediately be taken back after completion of the transport operation, to carry which it was imported, based on the time required for exportation, but no later than:
a) The vehicles (including trailers, semi-trailers and hybrid vehicles), with the exception of containers - 30 calendar days;
b) Railway transport (unit of composition), except for containers - 90 calendar days;
c) Containers transported by any type of transport - 90 calendar days;
d) sea (river) vessel and aircraft – a period determined in accordance with the procedure agreed by the customs service and the administration of the place of crossing the state border of Turkmenistan (airport, airfield, sea or river port).
The term of temporary importation into the customs territory of Turkmenistan of any type of vehicle carrying goods that are move without unloading from the vehicle is determined in accordance with article 47 of the Customs code of Turkmenistan.
In exceptional cases, for the purpose of control, the customs authority reserves the right to set the period of temporary importation of a vehicle shorter or longer than the specified period, based on the carrier's application and taking into account all the circumstances related to the implementation of the proposed transport operation.
If the established period for the return of the vehicle has expired and the vehicle has not returned due to objective circumstances, the customs authority may, based on a reasoned application from the vehicle owner, extend the originally established period for temporary importation until the circumstances that caused the delay are eliminate.
