A number of new laws and regulations were adopted today in Turkmenistan at the ninth session of the sixth convocation of the Mejlis.
According to the agenda, the draft Law of Turkmenistan "On electronic document, electronic document management and digital services" was submitted for consideration by the parliamentarians. As noted by the speakers, our country is consistently implementing the Concept of digital economy development, which is aimed at improving the efficiency of national economy and social sectors through the widespread use of information technologies.
In February of this year, speaking at a meeting with Mejlis deputies, President Gurbanguly Berdimuhamedov in his program speech pointed out the importance of the work being carried out in this area, which covers a wide range of areas, including creating a reliable legal basis for digitalization, improving information and communication services.
As stressed by the head of state, modernization activities of the public administration, the implementation of e-Government will contribute to the successful implementation of socio-economic development of the country for years 2019-2025 and other program’s to further the development of our state.
The participants also noted that in accordance with the decree of the President of Turkmenistan, electronic document management systems and Internet websites will be created in all ministries, industry departments, hyakimliks of the velayats and the city of Ashgabat, institutions, enterprises and organizations by January 2021. The same work should also be performed by individual entrepreneurs.
In this regard, the new Law is particularly relevant, which defines the legal status of electronic documents, electronic document management and digital services, the main requirements for them, and is aimed at regulating relations arising in this area.
Electronic document management is a set of automated processes for developing, sending, transmitting, receiving, storing, using, protecting, updating, searching, collecting, distributing, blocking and destroying electronic documents using information technologies and telecommunications systems.
An electronic document can be used for entering into contracts, making payments, official and unofficial correspondence, and transmitting other information.
Then the draft Law of Turkmenistan "On environmental information" was presented for discussion. Speaking, the deputies focused on the key tasks in the field of environmental protection, the main of which is to preserve the riches and beauty of the Motherland's nature, to multiply and bring this priceless asset to future generations.
The challenges in this area are closely linked to the sustainable development Goals set out in the global Agenda for the period up to 2030, adopted by all member States of the United Nations.
The above-mentioned draft Law of Turkmenistan defines the legal, organizational, economic and social basis for ensuring access to environmental information and is aimed at ensuring the rights of legal entities and individuals to receive complete, reliable and timely information about the state of the environment and natural resources.
In addition, the draft Law of Turkmenistan "On the establishment of the jubilee medal of Turkmenistan "Türkmenistanyň Bitaraplygynyň 25 ýyllygyna" was considered. On the occasion of a significant date – the 25th anniversary of the legal status of permanent neutrality of our country-this award will be awarded to citizens who have made a great personal contribution to the political, socio-economic, cultural and spiritual development of the Turkmen state.
The deputies also discussed the draft Laws "On amendments to the Law of Turkmenistan "On court", "On amendments to the Law of Turkmenistan "On the bodies Adalat Turkmenistan", "On amendments to the Law of Turkmenistan "On legal acts", "On amendments to the Law of Turkmenistan "On enforcement proceedings and status of bailiffs", "On introducing amendments and addenda to the Law of Turkmenistan "On combating the legalization of income obtained by criminal means and financing of terrorism", "On amendments to some legislative acts of Turkmenistan», "On amendments and additions to the Customs code of Turkmenistan", "On amendments and additions To the law of Turkmenistan "On standardization", "On amendments and additions to the Law of Turkmenistan "On enterprises", "On amendments and additions to the Law of Turkmenistan "On hydrocarbon resources", "On amendments to the Law of Turkmenistan "On currency regulation and currency control in foreign economic relations", "On amendments to the Law of Turkmenistan "On guarantees of the right of youth to work», "On amendments and additions to the Law of Turkmenistan "On breeding in animal husbandry".
At the same time, a draft Resolution of the Mejlis "on ratification of the Agreement between the Government of Turkmenistan and the Government of the Republic of Singapore on the avoidance of double taxation on income and the prevention of tax evasion" was presented at the meeting. In addition, the plan of legislative activity of the Mejlis of Turkmenistan for 2020 and a number of other issues were discussed.
The draft legislative acts submitted for consideration by the regular session of the Mejlis of the sixth convocation were unanimously approved and adopted.
The Mejlis meeting was attended by invited heads of some ministries and departments, as well as representatives of the media, the state news Agency of Turkmenistan reports.
