President Gurbanguly Berdimuhamedov held regular video conference session of the Cabinet of Ministers. Coming to the agenda, the Head of the State called deputy Chairman of the Cabinet of Ministers G. Myradov. The Vice-premier reported on the work for efficient involvement of the abilities of young specialists who has professional qualification, the State news agency of Turkmenistan.
Draft programmes of adaptation of youth at labour markets in Turkmenistan and improvement of employment and the Implementation Plan of this document have been developed. The purpose of the programme is to study the requirements for specialists in the branches of national economy, to take scientifically based decisions, to improve professional qualification of youth, to create social and living conditions for young personnel and to stimulate the interest to work. It is also planned to increase number of work places where the knowledge of advanced information and communication technologies is required.
Summing up the report, the President highlighted that following the priorities of social and economic development of Turkmenistan and the course to industrialization of the country, the requirements in qualified specialists having vast knowledge and able to solve the objectives is growing.
This Programme has to be aimed at the enhancement of competiveness of youth in labour market, efficient involvement of its intellectual and creative potential, the President said, having given relative assignments to the Vice-premier for continuation of integrated work in this direction.
Video conference session was continued by the report of Deputy Chairman of the Cabinet of Ministers M. Meredov who reported on the work in different sections of fuel and energy complex as well as on the outcomes of X Turkmenistan International Gas Congress held in Avaza National tourist zone on May 21 – 22.
Having listened to the report, President Gurbanguly Berdimuhamedov addressed the Vice-premier with number of assignments for implementation of the Programme of development of oil and gas industry of Turkmenistan until 2030. Speaking of the cooperation in energy sphere with foreign business structures, the Head of the State mentioned the attraction of investments to big projects of development of new oil and gas field, deep processing of gas, expansion of variety of petrochemical products made in the country among priority directions.
Deputy Chairman of the Cabinet of Ministers Ch. Purchekov reported on the work for construction of the Energy Equipment Service Centre.
The Vice-premier informed the Head of the State that there are 12 power stations with total production capacity of 2,721.6 Megawatt in the country. 36 gas and 2 steam turbines work at these facilities.
According to the Concept of development of power energy branch of Turkmenistan in 2013 – 2020, the construction of the Energy Equipment Service Centre has been planned, which would allow making necessary works at power stations, improving professionalism of specialists as well as increasing the volumes of exported electricity.
Model of the centre including administrative building, repair and service workshops, warehouse, chemical analysis and maintenance workshop, technical facilities and parking was presented to President Gurbanguly Berdimuhamedov. The facility is planned to be built at the Byuzmeyin State Power Station on 2.6 hectares. In this regard, the Vice-premier presented the Draft Resolution to the Head of the State for review.
Having listened to the report, the President highlighted that equipment of power stations requires replacement or maintenance after certain period of work defined by the manufacturer according to technical standards. Scheduled maintenance of equipment is an important condition for stable operation of these stations and planned production of electricity.
Having signed the Resolution, the President of Turkmenistan sent it to the Vice-premier by electronic document management system and focused on the importance of solution of the issues for timely service and maintenance works at power stations.
The President called Chairmen of the Central Bank M. Annadurdiyev who reported on improvement of work of financial and banking complex.
Having listened to the report, the Head of the State focused on the necessity of activation of the reforms in banking sphere, having given specific assignments regarding to constructive measures for attraction of more investments to the economy.
Deputy chairman of the Cabinet of Minister M. Chakiyev reported on the preparation to coming Turkmen Carpet Celebration and award of the best carpet makers.
Having listened to the report, President Gurbanguly Berdimuhamedov noted that the country would observe professional holiday of carpet makers in the last Sunday of May. Our carpets, made by talented masters, are the world recognized art. From ancient times, the secrets of this complicated and painstaking craft, which requires filigree work, was passed from generation to generation throughout the centuries and brought to our days.
In the meantime, the Head of the State called Speaker of the Mejlis G. Mammedova. The President requested the head of National Parliament and Vice-premier M. Chakiyev to award the best masters who made significant contribution to the protection and improvement of ancient national traditions and making of handmade carpet items.
Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on the work for improvement of trade regulations and enforcement of control of their compliance as well as on the measures of interdepartmental commission for regulation of export and import of certain products for improvement of provision of the population with food products.
The Vice-premier made sole proposals on amendments and addendums of the Law of Turkmenistan on Trade Activity including the organization of this work, its coordination by local administration authorities as well as on enforcement of legal responsibility in this sphere in national legislation.
Owing to the Government support, the volumes of fruit and vegetable production, including those produced by the Union of Industrialists and Entrepreneurs, grow in the country. at present time, the construction of hot houses is continued under the programme of import substitution.
Having listened to the report, the Head of the State addressed the Vice-premier with number of specific assignments for further modernization of trade complex, improvement of quality of trade services, implementation of the world practice in this sphere and its legal regulation.
Having noted significant role of entrepreneurship in the sphere of import substitution and strengthening of export potential of the country, the President ordered to continue providing comprehensive support to the projects in agricultural sphere.
First of all, it is necessary to saturate local market with agricultural products of won make. For this purpose, active development of hothouse farming, use of high productive agricultural crops and advanced technologies are required to provide the population with fresh vegetables all year around, Turkmen leader noted.
The President also called Chairman of the State Customs Service A. Osmanov who reported on the measures for improvement of efficiency of activity of his structure.
It is necessary to provide responsible approach to fulfilment of objectives of the customs service with the increment of work volumes related to the expansion of the positions of Turkmenistan as an important intersection of transport and transit corridors in Eurasian continent, President Gurbanguly Berdimuhamedov noted, having addressed the Head of the Service with specific orders.
Video conference session was continued by the report of Deputy Chairman of the Cabinet of Ministers P. Agamyradoov who reported on the preparation to International Conference “Science, Equipment and Innovative technologies in the Age of Might and Happiness” timed to the Day of Science on June 12- 13.
Famous scientists from European, Asian and CIS countries will come to Ashgabat to participate in the forum. Such topical directions as information, telecommunication and biological technologies, development of digital economy, logistics, water diplomacy, implementation of scientific developments in industry, agriculture, medicine and pharmacy, ecology and other will be the subjects of discussion during the conference.
The award ceremony of the winners of annual scientific works context among young scientists of the country, celebration concert and other cultural events will be held under the Day of Science.
Summing up the report, the head of the State highlighted that coming conference is to give strong impulse to the development of national science and to demonstrate its success in modern age as well as to support beneficial exchange of practice and expansion for fruitful international cooperation, development and implementation of joint projects in the sphere of advanced technologies.
At present time, modern science has wide opportunities and there is still many things to be done in this direction, Turkmen leader said, having noted that it is reasonable to prepare the reports on activity of scientists, their discoveries and contribution to the development of this sphere for the celebration events, having addressed the Vice-premier with number of assignments on this account.
President Gurbanguly Berdimuhamedov ordered to provide high organizational level of the forum and all events dedicated to the Day of Science, which is widely celebrated in our country.
Deputy Chairperson of the Cabinet of Ministers B. Abdiyeva reported on the activities on occasion of remarkable dates of national calendar and opening of social and cultural facilities.
The programme of celebration includes cultural meetings, exhibiitions, concerts and theatre plays, contests, national and profile conferences, sport competitions dedicated to the World Children Day, World Bicycle Day, World Environmental Protection Day, the Day of Science, the Day of Cultural and Art Personnel and the Day of Magtumguly Fragi Poetry.
Summing up the report, President Gurbanguly Berdimuhamedov ordered to provide high level of coming events on occasion of opening of new facilities.
After, the floor was given to Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev who reported on the reforms in agricultural complex and seasonal field works in the regions.
It was mentioned that preparation to the wheat harvest is carried out together with care of winter crops in the velayats at present. Draft Resolutions on Measures for organized wheat harvest in Turkmenistan in 2019 and on Construction of new modern villages in vekilbazar, Sakarchage and Turkemnkala etraps, Mary Velayat have been presented to the Head of the State for review.
Having signed relative documents, the President gave number specific assignments to the Vice-premier. It was noted that construction of new villages in Mary Velayat would be another important step to the implementation of National rural programme. Turkmen leader highlighted that it is necessary to take care of the formation of modern social and economic infrastructure first in new settlements.
Big changes in all parts of the country would support successful solution of the objectives in the sphere of integrated development of the regions, including the agriculture, as well as the improvement of the level of labour occupancy of the population, improvement of living conditions of the citizens including new families and young specialists. All reforms are implemented for provision of favourable life of our citizens, the President highlighted.
The Head of the State called Hyakim of Lebap Velayat T. Atahalliyev.
Having noted that it is the tenth anniversary of the foundation of International Ahalteke Equestrian Association next year, the President informed that he decided to hold anniversary session of the Association in Lebap Velayat.
Unique architectural monuments remained in the eastern region of the country indicate rich history and culture of Turkmen nation. Caravan routes of the Silk Road, which served as the road of cultural and trade cooperation in Eurasia, used to run in the old times there. Modern social, economic and transport infrastructures have been made in modern age in Lebap Velayat and great attention is paid to the development of horse breeding.
Conducting the session of International Ahalteke Equestrian Association in every region of the country would support the popularization of legendary horses and improvement of the world glory of ahalteke horses, the President highlighted.
In this regard, the Head of the State ordered to prepare equestrian complex of the velayat and to bring racing tracks to the compliance with modern requirements under preparation to international forum.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov reported on preparation of regular session of the Council of the Heads of the Governments of the Commonwealth of Independent States in Ashgabat on May 31.
According to relative Resolution of the Head of Turkmenistan, necessary organizational work will be carried out. The agenda of the session will include wide spectrum of issues of economic and humanitarian directions of cooperation in the CIS format. It is planned to sign number of documents by the outcomes of the session.
Having listened to the report, the Head of the State noted that development of constructive partnership in the Commonwealth format is one of priority vectors of foreign strategy of neutral Turkmenistan, which while being an associated members of the CIS makes actual input to the strengthening of interstate relations that have significant potential in different spheres. Chairing of our country in the CIS this year, under which number of important events has been planned, is aimed at the achievement of these goals.
Speaking of this, President Gurbanguly Berdimuhamedov addressed the Vice-premier, the Foreign Minister with specific assignments for provision of high organizational level of coming session of the Council of the Heads of the Commonwealth of Independent States.
Having continued the session of the Cabinet of Ministers, the President addressed the Speaker of the Mejlis, Deputy Chairmen of rhe Cabinet of Ministers, having ordered to hold the events dedicated to coming holidays and to provide their wide coverage in TV, radio channels and printing media.
After, addressing the participants of the session, the President of Turkmenistan highlighted the subject of development of agricultural sphere, having noted the efficiency of reforms in this sphere.
Responsible period of wheat harvesting is coming. Having highlighted that the main objective of the wheat producers is to harvest the yield quickly and without any losses, President Gurbanguly Berdimuhamedov ordered to start grain harvest campaign on June 5 in Ahal, Lebap and Mary Velayats and on June 12 in Balkan and Dashoguz Velayats.
Turkmen leader wished the farmers of the country strong health, family wealth and steadfast grow of the grain yield.
The President congratulated the members of the Cabinet of Ministers and all compatriots especially the master, which hands make unique masterpieces of decorative and applied art, on the Turkmen Carpet Holiday. In this regard, the head of the State informed on his decision to award the title of Honoured Carpet Maker of Turkmenistan to the best masters and signed relative Order.
Finishing the session of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov wished everybody strong health, family happiness and success in work.
