Russian Foreign Minister Sergey Lavrov announced the issuance of "talent visas" to foreign citizens will begin in April 2026, according to Gazeta.ru.
The decree supporting the resettlement to Russia of "talented foreigners of interest to the country" was adopted in December 2025. The initiative to issue such visas was put forward in mid-January 2026 by Mikhail Delyagin, Deputy Chairman of the State Duma Committee on Economic Policy.
According to the decree, foreigners with achievements in scientific and technological development, manufacturing, sports, and the creative industries are eligible to apply for a visa. Success in the cultural and humanitarian fields and in academic pursuits, as well as contributions to the development of society, the economy, and Russia's defense and security, are also eligible. Those with particularly in-demand professions, qualifications, or skills are also eligible. A specific list of such professions has not been defined.
Talented foreigners will be issued multiple-entry business visas valid for up to one year. The process for issuing these visas must be completed by April 15, 2026.
