Turkmen President Serdar Berdimuhamedov signed a law amending the Code of Administrative Offenses. The document changes fines for failing to comply with road signs, running red lights, and violating parking and stopping rules, and introduces administrative penalties for driving in lanes designated for emergency services. The document was published in the newspaper "Neutral Turkmenistan."
According to amendments to Article 214¹ of the Code of Administrative Offenses of Turkmenistan, approved by the law of August 29, 2013, the amounts of administrative penalties for a number of traffic violations have been changed.
Failure to comply with road signs, violations of overtaking rules, driving through pedestrian crossings or public transport stops, and failure to comply with lighting regulations are now punishable by a fine of one base unit (100 manat). Previously, these violations were punishable by a warning or a fine of 0,5 base units (50 manat).
The fine for driving through a red light or a traffic controller's signal has been increased from two to three base units—from 200 to 300 manat.
Violating parking or stopping regulations now carries a fine of two base units (200 manat) instead of the previous one base unit (100 manat).
The provisions of the article regarding driving on sidewalks and obstructing passageways have been significantly expanded. Now, a fine of two base units (200 manat) is imposed not only for stopping on the sidewalk, but also for obstructing the movement of emergency vehicles with blue and red lights, as well as for leaving a vehicle unattended near passageways at a distance that could obstruct emergency vehicles.
The law introduces a new regulation penalizing driving in lanes designated for emergency medical services, fire safety, police traffic control, and other emergency services. The fine for this violation is five basic units (500 manat). Exceptions apply if the driver uses the lane to make a left turn or U-turn.
The basic unit in Turkmenistan is 100 manat.
