A presidential decree has entered into force in Türkiye, exempting citizens of Turkic states from the requirement to obtain Turkish citizenship to work in the country, TRT Russian reports. The decree allows Turkic foreigners to freely work and engage in crafts in public and private institutions, with the exception of service in the armed forces and security agencies.
According to the new regulation, Turkish foreigners receive work permits subject to compliance with professional requirements of Turkish law. The decision to issue permits is made by the Ministry of Labor and Social Affairs, taking into account the opinions of the Ministries of the Interior and Foreign Affairs.
Foreigners who receive permission are required to register with professional associations on an equal basis with Turkish citizens and enjoy all the rights of members of such associations. However, the decree excludes them from political rights—they cannot participate in elections or be elected to the governing bodies of professional organizations.
Oversight of the law's implementation is entrusted to the relevant ministries, and the specific procedure for its application will be determined by a separate presidential decree.
