A senior specialist from the Academy of Public Administration under the President of Turkmenistan has begun training at a three-week seminar on improving public administration in Central Asian countries, which is taking place in Beijing from October 10 to 30, 2025. Participation in the program will enable the introduction of modern approaches to the work of state and municipal bodies in Turkmenistan.
The seminar provides a platform for the exchange of experiences and best practices in public administration. China organizes similar multidisciplinary events annually within the framework of its cooperation with Turkmenistan in personnel training. The program's target audience is government officials at the rank of department head.
The seminar program covers a wide range of topics relevant to modern public administration. Participants will explore modern public sector management technologies, personal managerial effectiveness, key areas of law and finance, as well as global development trends and new management methods in the digital world.
Particular attention is paid to digitalization and artificial intelligence, urban planning, and sustainable municipal development. The course covers the structure and functions of government institutions, the mindset of a civil servant, self-development and time management, emotional intelligence, business etiquette, and protocol.
The seminar format includes not only theoretical lessons but also practical sessions, master classes, and roundtable discussions. This allows participants to apply their acquired knowledge in practice and develop the necessary skills in a realistic environment.
The program focuses on strategic planning, project management, and the implementation of digital technologies—from e-government to the use of big data and analytics for management decision-making. This approach optimizes processes and increases the transparency of public services.
The seminar provides an opportunity to exchange experiences with colleagues from other Central Asian countries and China, identify common challenges, and find joint solutions. Participants interact with leading experts in public administration, gaining relevant knowledge and establishing professional contacts for future collaboration.
The organizers note that improving the skills of civil servants contributes to the increased efficiency of government agencies and the improvement of the quality of public services. Improving public administration leads to sustainable economic growth and social development in the region.
