United Nations Under-Secretary-General Miguel Ángel Moratinos has sent a congratulatory message to the National Leader of the Turkmen people and Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov, on the occasion of his birthday. This was reported by the State News Agency of Turkmenistan.
Moratinos expressed sincere gratitude to the National Leader for his visionary leadership in promoting a policy of neutrality, peace, and trust worldwide.In particular, he highly commended Gurbanguly Berdimuhamedov’s efforts to promote the UN General Assembly resolution declaring 2025 the International Year of Peace and Trust, as well as the adoption of the Ashgabat Declaration at the international forum organized at the initiative of the Turkmen side in December 2025.
Moratinos emphasized that the concepts of neutrality, peace, and trust must be upheld on a continuous basis—extending beyond any single year—in the interest of ensuring development and cooperation among peoples and states.
The UN Under-Secretary-General also welcomed the resolution put forward by Turkmenistan, "The Role and Significance of the Policy of Neutrality in Maintaining and Strengthening International Peace, Security and Sustainable Development," which was unanimously adopted by the UN General Assembly on May 20, 2026.He noted that the resolution calls for the implementation of the principles of preventive diplomacy and invites Member States to observe the International Day of Neutrality annually through educational activities.
Moratinos noted that the call to action contained in the resolution deeply resonates with the mission of the UN Alliance of Civilizations, established two decades ago as a "soft power" tool to promote dialogue and strengthen mutual understanding among states and peoples.
In concluding the message, Moratinos reaffirmed his firm commitment to supporting the implementation of the UN General Assembly resolution and expressed his readiness to cooperate with the Government of Turkmenistan in carrying out joint activities and programs.
