Turkmenistan plans to attract $11.5 billion in investments in 2025

Turkmenistan has successfully fulfilled the plan to attract foreign investment by 110% in 2024, having mastered 11 billion US dollars. This was stated by Deputy Minister of Finance and Economy of Turkmenistan P. Yagshiyev during his speech at the international forum on attracting investment in the private sector «Investments in the Future of Turkmenistan». In his speech, P. Yagshiyev noted that the country's GDP growth rate in 2024 was 6.3%, while the share of investments in the total economy exceeded 17.6%. In 2025, the government of Turkmenistan plans to increase the volume of attracted investments to 11.5 billion US dollars.

According to the presented data, 65.6% of the planned investments will be directed to production projects. At the same time, 32.9% of all investments are planned to be developed through the private sector, and 9.7% - through foreign investors.

Particular attention in the speech was paid to the development of the private sector of the economy. According to forecasts, in 2025, the share of the non-state sector in the country's GDP (excluding the fuel and energy complex) will reach 71.6%.

The Deputy Minister emphasized that Turkmenistan has created the appropriate legal framework for the formation of a favorable investment climate. The country has laws «On investment activity in Turkmenistan», «On foreign investments», «On guarantees of protection of foreign investments and income», as well as laws on enterprises, joint-stock companies, free economic zones and public-private partnership. Currently, Turkmenistan has 67 valid agreements with other countries regulating investment activity, including 28 agreements on mutual promotion and protection of investments and 39 agreements on avoidance of double taxation.

In conclusion of his speech, P. Yagshiyev invited all participants of the forum to the Investment Forum of Turkmenistan, which is planned to be held in September this year in Ashgabat. Official invitations will be sent through diplomatic channels to all interested parties.

The international forum is being held as part of the celebration of the 30th anniversary of Turkmenistan's permanent neutrality in the Year of International Peace and Trust.
