Forecasters reported that New York city received its highest rainfall in 140 years. Several lines of the New York subway were forced to suspend service, and problems also arose at LaGuardia Airport.

The state of emergency covers New York city, Long Island and the Hudson Valley. Residents in these areas are urged to stay safe and avoid traveling through flooded streets.
