Observer Vadim Shagiahmedov shared his opinion on some aspects of the Turkmen-Russian strategic partnership with CentralAsia.news.
For 30 years of independence, Turkmenistan has established constructive cooperation in the diplomatic, cultural, humanitarian and economic spheres with dozens of states, one of which is the Russian Federation, which occupies a leading position among the strategic partners of Turkmenistan.
According to V. Shagiahmedov, the main factor in the development of Turkmen-Russian relations is an open, friendly political dialogue that has developed between the heads of both states. Turkmenistan and Russia have created a solid legal basis for building up interstate cooperation.
Having a past
This level of interstate interaction is partly dictated by more than seventy years of coexistence within a single state. During the Soviet period, relations between the RSFSR and the TSSR, therefore, between the Turkmen and Russian peoples, grew so closely together that no declarations of state sovereignty, other numerous restrictions arising from the "people of sovereignty" could significantly affect the expansion of cooperation at a different qualitative level.
Traditions of mixed marriages, the education of many generations of Turkmen students in Russian universities, the large Turkmen diaspora in Russia and the Russian diaspora in Turkmenistan are a solid foundation for further moral, spiritual, cultural and humanitarian mutual integration.
Economic ties
It is noteworthy that the volume of foreign trade turnover of Turkmenistan with the Russian Federation last year amounted to about 1 billion 380 million USD.
Cooperation between Turkmenistan and large constituent entities of the Russian Federation, for example, with the Republic of Tatarstan, Astrahan region, St. Petersburg, is developing dynamically. In addition to scientific, educational, cultural and humanitarian interaction, there is great potential for expanding economic partnership and increasing the volume of mutual trade.
Industry
Such Russian companies as “Vozrozhdenie”, “KAMAZ”, “Zarubezhneft”, “Lukoil”, “Gazprom”, “Siberia” Airlines make a great contribution to the development of cooperation between Turkmenistan and Russia in the industrial sphere. They take part in the implementation of national programs of Turkmenistan for the development of industrial, construction and transport areas. In recent years, the percentage of exports of Turkmen products supplied to Russia has increased.
Humanitarian and educational partnership
In this area, various cultural events are held between the two countries on a regular basis, cooperation in the field of education is developing, more and more Turkmen students are receiving education at the universities of the Russian Federation.
The package of documents signed between Turkmenistan and Russia is an illustrative example of the dynamic and progressive development of bilateral relations and a guarantor of further building up of interaction in various sectors.
