Matters of topical interest of the state's life, as well as drafts of a number of documents aimed at developing the national economy, were discussed today at a regular meeting of the Cabinet of Ministers, held by President Gurbanguly Berdimuhamedov using the digital connection system.

Turning to the agenda of the meeting, the leader of the nation gave the floor to Deputy Chairman of the Cabinet of Ministers S. Berdimuhamedov, who reported on the state of affairs in the managed area, as well as on the results of the working trip to the Balkan velayat held on October 22-23 aimed at familiarization with the state of construction activities at the facilities, the commissioning of which is scheduled for November this year.

As reported, in the framework of the trip to the western region, the Deputy Prime Minister took part in the celebrations on the occasion of the inaugural of the new administrative building of the State Insurance Organization, as well as the ceremony of commissioning of a new high-voltage overhead power line Akhal-Balkan.

Along with this, an inspection of the state of affairs was carried out on buildings and social structures being built in the etraps of the Balkan velayat, the construction of which is being carried out in accordance with the programs of the country's socio-economic development.

Having listened to the report, President Gurbanguly Berdimuhamedov noticed the importance of strict control over the implementation of the planned measures to further improve the activities of institutions of the economic, financial and banking sector. At the same time, the implementation of the planned targets for the current year by ministries and sectoral departments should be kept in the center of constant attention, ordered the leader of the nation.

In continuation, the head of Turkmenistan stressed that the opening of facilities within the framework of the events of the year "Turkmenistan - Home of Peace and Trust" on the occasion of the 30th anniversary of the independence of the Motherland should bring bright colors to the panorama of the celebrations. Therefore, the preparation of their commissioning should be handled from the most demanding positions, said the head of state. This applies to both the quality of construction work and the functionality of buildings and structures, engineering and technical support, as well as exterior and interior decoration, improvement of the adjacent territory, noted the leader of the nation, having addressed a number of specific instructions to the Deputy Prime Minister.

Deputy Chairman of the Cabinet of Ministers Sh.Abdrakhmanov reported on arrangements for the winter season and ensuring uninterrupted and reliable supply of natural gas to domestic consumers. To this end, the State Concern "Turkmengas" is implementing comprehensive measures.

It was reported that modernization and major maintenances have been carried out at specialized infrastructure facilities, and a technical inspection has been carried out. Currently, the installation of gas meters in new farms and residential complexes continues throughout the country.

Appropriate steps are being taken to ensure that natural gas consumers strictly comply with safety rules and regulations.

After acceptance of the report, President Gurbanguly Berdimuhamedov stressed the need to ensure uninterrupted gas supply to residential buildings and other social facilities, including schools, kindergartens, healthcare institutions, as well as enterprises and organizations, due to the onset of cold weather. In this regard, the primary task is to maintain the suitable engineering and technical systems in proper condition and their regular high-quality maintenance.

It is also necessary to pay unremitting attention to the issues of rational use of natural "blue fuel", the correct operation of gas and heating equipment by the population. Summarizing the above, the head of state instructed the Deputy Prime Minister to keep the work carried out in this direction under continuous control.

Further, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiev reported on the state of affairs in the managed area and on the progress of seasonal field work in the regions of the country.

It was reported that the sowing of winter wheat for next year's harvest is at its final stage in the velayats. Agrotechnical measures are also carried out, including fertilizing seedlings with mineral fertilizers and vegetative irrigation.

Farmers engaged in the cultivation of wheat and cotton are provided with mineral fertilizers, seeds and chemicals at preferential prices, and technical maintenance is carried out. Mutual settlements with commodity producers for the delivered products are carried out in a timely manner.

In this context, a draft of the relevant document has been prepared.

Summing up the report, President Gurbanguly Berdimuhamedov emphasized that the reforms carried out in the agro-industrial complex are aimed at technical and technological modernization of the industry, increasing the volume of different agricultural products produced in the country.

Noting necessity to continue taking targeted measures to support farmers, the leader of the nation signed the submitted document, sent it via the digital system to the Deputy Prime Minister and gave a number of specific instructions in this regard.

Deputy Chairman of the Cabinet of Ministers Ch. Purchekov reported on the work on increasing the production of iodine-bromine products in the country, which are in great demand on world markets.

As noted, the factories "Bereket" and "Balkanabat" of the State Concern "Turkmenhimiya" collect more than 500 tons of high-quality technical iodine annyaly by processing groundwater saturated with iodine and bromine. Most of produced technical iodine is exported.

According to the “Program of the President of Turkmenistan for the socio-economic development of the country for 2019–2025”, the construction of facilities for the production of technical iodine, bromine and bromine products is envisaged as part of the Balkanabat iodine plant in the Balkan velayat.

In order to implement the tasks, set for the chemical industry, the State Concern "Turkmenhimiya" received particular proposals from well-known foreign companies with far-reaching experience in the design and construction of such production facilities.

Noting that today the Balkanabat plant with a design capacity of 450 tons produces only 340 tons of technical iodine per year, the Deputy Prime Minister presented a number of specific proposals for consideration by the head of state.

Major reconstruction of existing wells with deposits of iodine and bromine is planned to be carried out on the basis of the plant, along with construction of new production facilities equipped with innovative equipment.

To this end, it is proposed to hold a tender with the participation of interested foreign companies for the construction of modern production facilities for technical iodine, bromine and bromine products.

Having listened to the report, President Gurbanguly Berdimuhamedov emphasized the distinctive importance given to the creation of new capacities for the production of export-oriented products from natural resources, which are in abundance in the Turkmen land.

As the leader of the nation emphasized, taking into account the fact that Turkmenistan has the largest deposits of iodine-bromine waters and occupies one of the first places in the world for the extraction of iodine, all conditions should be created in the country for the further growth of the chemical industry and, in particular, the production of iodine-bromine products that are in high demand both in the domestic and foreign markets.

Having approved the submitted proposals, the head of state instructed the vice-premier to continue work on considering the possibilities of increasing the production of high-quality technical iodine at the largest factories operating in the western region, as well as to actively involve foreign companies with extensive experience and technologies in this area.

Deputy Chairman of the Cabinet of Ministers Ch.Gylydzhov reported on preparations for the opening ceremony of the Ashgabat-Tejen road, which is a section of the Ashgabat-Turkmenabat highway.

The Deputy Prime Minister reported that the event is scheduled for October 29th. In this regard, a draft program of the solemn ceremony was presented to the head of state for consideration. During the ceremony its participants will get acquainted with the work of the Control Center, vehicle service areas, payment terminals, service facilities and an electronic security and control system, as well as the conditions created for recreation of drivers and passengers.

After hearing the report, President Gurbanguly Berdimuhamedov emphasized that high-speed highways and dozens of complex engineering structures are being built in the country through the efforts of local entrepreneurs, which are of great importance in the formation of a modern and highly efficient transport infrastructure.

The highway Ashgabat-Turkmenabat must fully meet the requirements of the international standards, helping to strengthen the role of Turkmenistan as an important transport and transit corridor, noted the head of state.

Noting that the modernization of the technical base of road transport in accordance with high environmental and safety standards is a key aspect of the state social and economic policy, the leader of the nation instructed the Deputy Prime Minister to ensure that all conditions for the opening ceremony of the Ashgabat-Tejen section are at a high level.

Deputy Chairman of the Cabinet of Ministers M. Mammedova reported on preparations for conducting cultural events in November this year, dedicated to the main events of the month, as well as timed to coincide with the opening of social and cultural facilities.

It was noted that meetings, online conferences, exhibitions, song and musical celebrations, as well as summing up the results of creative competitions, will be held in the capital and regions of the country as part of the implementation of the action plan on the occasion of the announcement of the motto of 2021 "Turkmenistan - Home of Peace and Trust".

The festivities are planned in honor of the Harvest Festival, a nationwide planting campaign, as well as the 28th anniversary of the introduction of the national manat into circulation. Creative events are timed to the opening of residential buildings, healthcare institutions, social, cultural and industrial facilities in Ashgabat and Ahal velayat.

After hearing the report, President Gurbanguly Berdimuhamedov addressed a number of instructions to the Deputy Prime Minister to ensure a high organizational level of the upcoming festive events and celebrations that will take place on the occasion of the opening of new facilities.

All of them, said the head of state, in all their diversity should reflect the original traditions and customs of the Turkmen people, the rich cultural heritage and the creative energy of our time.

In this context, the leader of the nation pointed out the importance of work on the practice of the cultural heritage and modern achievements of the country in the patriotic education of youth. We must not only carefully preserve and enhance the spiritual values of the Turkmen people, but also conduct campaigning and advocacy work among young people, educating them in the spirit of our achievements and grandiose plans. Young people are our future, and they must be confident in the future happy day of their Motherland, the President of the country said, giving specific instructions to the Deputy Prime Minister in this regard.

For 30 years of independence, continued the head of state, a large-scale work has been done that has profoundly changed the country and the life of the Turkmen people. All the achievements of the Fatherland on the path of sovereign development, our successes in the implementation of a socially oriented policy, which is reflected in the motto of the era of power and happiness "The state is for the person!", Must be widely promoted.

For these purposes, it is necessary to more actively use the possibilities of cinema, create new films of various genres, telling about changes in people's lives, improving the social and living conditions of the Turkmen people, praising their beloved independent Motherland, aspiring to the heights of peace and progress, said the leader of the nation Gurbanguly Berdimuhamedov, addressing the corresponding errands.

Noting the importance of the development of interstate cooperation in the cultural and humanitarian sphere, the head of state stressed that this important work is carried out in line with the foreign policy of neutral Turkmenistan and is aimed at strengthening the bonds of friendship, brotherhood and multifaceted cooperation of the independent permanently neutral Turkmen state with the world community in the name of world peace and progress.

Deputy Chairman of the Cabinet of Ministers S. Toylyev reported on the work on the development of the digital educational system, presenting to the head of state a proposal to create a Center for Access to Information.

In accordance with the Plan for the implementation of the Concept for the development of the digital education system in Turkmenistan, decisive work is being carried out to further improve the activities of educational institutions, provide high-quality electronic information at all levels of education, enrich the content of knowledge obtained in educational institutions, and ensure that education is consistent with a high world level.

The Ministry of Science and Information and Communication Technologies of the Republic of Korea made a proposal to create the Center for Access to Information equipped with modern communication technology, computer equipment, the necessary servers, network and software products for the installation of a high-speed Internet connection.

This proposal was studied by the Ministry of Education and was regarded as an important step towards expanding Turkmen-Korean cooperation in the educational sphere. The center will contribute to the technological and innovative development of the digital educational system of our country, the improvement of digital educational services, the creation of a modern electronic educational and methodological base necessary for all levels of education, and an increase in the literacy of citizens in web design and programming by ensuring accessibility to electronic educational resources.

After hearing the report, President Gurbanguly Berdimuhamedov stressed that the formation of a modern digital educational environment is a priority state task, taking into account the high goals of the era of power and happiness. The steps taken in this direction are aimed at creating the necessary conditions for the development of the digital economy in the country, which, in turn, will ensure the further progressive economic growth of Turkmenistan and will directly contribute to improving the quality and standard of living of the population.

In this regard, taking into account the need to train competent personnel, it is important to properly modernize the education and training system and bring educational programs in line with generally recognized international standards.

Having approved the submitted proposal to establish the Center for Access to Information, the leader of the nation noted that a new joint project with Korean partners would be a great contribution to the development of cooperation between Turkmenistan and the Republic of Korea, built on a long-term, mutually beneficial basis.

Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov reported on the activities of the managed structures, as well as on the practical steps being taken to improve the military-patriotic work among the personnel of the military and law enforcement agencies.

As reported, specific measures are being taken to strengthen and develop the system of patriotic education among cadets of specialized educational institutions, young officers, employees of law enforcement agencies, and special events are being organized.

After listening to the report, President Gurbanguly Berdimuhamedov noted that the main task in this matter is the development and implementation of an integrated system of military-patriotic education, for the implementation of which it is necessary to organize interaction with public organizations of the country, to actively involve veterans of law enforcement agencies with extensive experience of work and service. This should be a purposeful activity to form a high patriotic consciousness among the personnel of military and law enforcement agencies, educate them in the spirit of love for the Fatherland, readiness to fulfill civic duty and constitutional obligations to protect the interests of the Motherland.

Patriotism, audacity, courage are the traits that the Turkmen people have been endowed with from time immemorial. In this regard, it is also necessary to hold events among young people based on glorious national traditions, instill in the younger generation a sense of citizenship, devotion to the Motherland and prepare the young generation for service in the ranks of the Armed Forces of the country, emphasized the head of Turkmenistan, addressing a number of specific errands.

Director General of the Agency for Transport and Communications under the Cabinet of Ministers M. Chakyev reported on the planned transport communications in connection with the commissioning of the Ashgabat-Tejen section of the Ashgabat-Turkmenabat highway.

In an era of power and happiness, under the guidance of the leader of the nation, modern highways are being built and put into operation, international transport and transit corridors are being modernized, and high-quality passenger services are being provided.

In this regard, the great importance of commissioning of the Ashgabat-Tejen road, which is a section of the Ashgabat-Turkmenabat highway that meets world standards was noted. This is evidenced by the participation of representatives of international organizations, regional transport and logistics associations in the upcoming inaugural ceremony.

In order to widely use the transit possibilities of this highway, taking into account the intercity bus routes Ashgabat-Kaakhka, Ashgabat-Dushak, Ashgabat-Tejen, it is planned to organize road transport of transit goods in the directions Turkmenbashi-Artyk, Turkmenbashi-Serakhs, Turkmenbashi-Ymanazar, Turkmenbashi.

Having listened to the report, President Gurbanguly Berdimuhamedov stressed that the commissioning of the Ashgabat-Tejen road section of the Ashgabat-Turkmenabat highway will significantly increase the throughput of the country's road system, the quality and efficiency of logistics services, expand the international transport and transit infrastructure and trade and economic relations with neighboring states located along the route of the Great Silk Road.

The new section of the ultra-modern high-speed highway, in terms of its technical level, is the standard of road construction, noted the leader of the nation.

The head of state affirmed that the introduction of a section of the high-speed highway will make it possible to accelerate and increase the volume of transit cargo transportation through the territory of Turkmenistan. In this regard, the President of the country emphasized the great prospects for the transportation of goods by road as a result of the construction of this road from Turkmenbashi, instructing the head of the Agency to continue work in this direction.

During the meeting, various other issues of state life were also considered, on which applicable decisions were made, reported the State News Agency.
