The President of Turkmenistan held a meeting of the Cabinet of Ministers

Key issues of public life and drafts of a number of documents were considered today at a meeting of the Cabinet of Ministers, which was held by President Gurbanguly Berdimuhamedov using the digital system.

Turning to the issues on the agenda, the head of state was the first to give the floor to Deputy Chairman of the Cabinet of Ministers Gadyrgeldy Mushshikov, who reported on the activities of subordinate structures, in particular, on the results of the analysis carried out by the Ministry of Finance and Economy in conjunction with specialists from the Ministry of Health and Medical Industry.

Issues related to the financial and economic situation of sanatoriums and the cost of vouchers provided for receiving medical and health-improving assistance were studied. In accordance with the analysis, it is proposed to take measures to strengthen the financial stability of the country's sanatoriums, to improve the quality of their services. In this context, a draft resolution was submitted to the President of Turkmenistan for consideration.

Summing up the report, the head of state has noted that concern for the health and well-being of the people is one of the key aspects of the country's domestic policy. Within the framework of the State Program “Health” and other socio-economic programs in the capital and in all regions, new medical, sanatorium and tourist facilities are being commissioned.

In terms of their equipment and the range of services provided, our health resorts are not inferior to the well-known world medical prevention centers. Comprehensive development of the sanatorium and resort industry contributes to the restoration of the health of citizens of the country. Noting the importance of the proposed measures in order to effectively use the potential of health institutions, President Gurbanguly Berdimuhamedov signed a Resolution and sent it to the vice-premier via electronic document management system, addressing specific instructions.

Continuing the meeting, the vice-premier has reported on the steps aimed at solving the tasks identified in the Strategy for the Management and Reform of Enterprises with State Participation in Turkmenistan for 2021-2025 and the Action Plan for its implementation. According to the document, it is envisaged to develop measures for the development of public-private partnerships based on a trust management mechanism.

In this regard, proposals prepared in accordance with the provisions of the Civil Code of Turkmenistan on the transfer of a number of enterprises under the jurisdiction of ministries and hyakimliks to representatives of the private sector were presented to the President.

The promotion of the format of public-private partnership is today one of the most important and urgent tasks, the President of the country emphasized. The trust management mechanism is defined as one of the main financial instruments in this process.

The competent use of this tool will allow the state to save resources, ensure the formation of a modern infrastructure of settlements, increase employment of the population, develop entrepreneurship and, at the same time, improve the quality of goods and services, the Turkmen leader continued. Noting the importance of a thoughtful approach to solving the tasks, the head of Turkmenistan addressed a number of specific instructions to the vice-premier.

Deputy Chairman of the Cabinet of Ministers Shahym Abdrahmanov reported on the ongoing work on projects for the development of gas chemistry, including the construction of plants for processing natural and associated gas, the introduction of modern scientific developments and advanced technologies into the industry, as well as on the steps taken to further expand cooperation in this area with reliable foreign companies, attracting foreign investment.

Draft Resolution “On approval of the composition of the Intergovernmental Turkmen-Saudi Commission on Trade and Economic Cooperation from the Turkmen side” was presented to the head of state for consideration.
Summing up the report, President Gurbanguly Berdimuhamedov stressed that the energy strategy of our state is aimed at ensuring the most efficient use of huge natural resources, production, scientific and technical potential of the oil and gas sector.

The construction of new ultra-modern gas processing complexes, which, on the basis of innovative technologies, should produce high-quality products that are in high demand in our country and abroad, is intended to contribute to the solution of the tasks in this area.

Pointing to the need to give more dynamics to the implementation of investment projects aimed at diversifying the oil and gas industry, the head of state gave the vice-premier specific instructions.

Having signed the Resolution “On approval of the composition of the Intergovernmental Turkmen-Saudi Commission for Trade and Economic Cooperation from the Turkmen side,” the President of the country sent it to the vice-premier by the electronic document management system and gave relevant instructions.

Deputy Chairman of the Cabinet of Ministers Esenmyrat Orazgeldiev reported on the progress of seasonal agricultural work.

Having listened to the report, the President gave a number of instructions to strengthen the material and technical support of cotton producers. At the same time, special emphasis was placed on the importance of improving the culture of agriculture - an integral factor in the successful development of the agricultural sector.

Deputy Chairman of the Cabinet of Ministers Shamuhammet Durdylyev reported on the improvement of the work of the Ministry of Construction and Architecture, in particular, on the steps taken to create a single state customer service for construction projects on the basis of the Ministry.

Today, the architectural and urban planning policy is being successfully implemented, large-scale projects for the development of regions, a radical transformation of the social and living conditions of the people are being implemented on an integrated basis.

The vice-premier announced a proposal to create a state customer for construction projects on the basis of the Ministry of Construction and Architecture.

Having listened to the report, President Gurbanguly Berdimuhamedov noted the importance of the work being done to improve the construction sector, stressing the need for a thorough study of the mechanism of activity of the State Customer Service for Construction Projects for the smooth functioning of all involved links and ensuring proper control over the construction of various facilities.

Noting that this issue should once again be worked out in detail, the head of state gave to the vice - premier specific recommendations.

Deputy Chairman of the Cabinet of Ministers Bayramgeldy Ovezov reported on the preparatory work being carried out to organize a joint Investment Forum by commodity producers and entrepreneurs of the country.

The vice-premier reported that relevant work is being carried out in the transport and communication sector aimed at strengthening the material and technical base of the industry, further development of the public and private sectors, increasing the production capacity of import-substituting products, and providing the domestic market with high-quality domestic goods.

In this regard, a proposal was put forward to organize the above-mentioned Investment Forum on April 8-9.

Taking into account the existing modern infrastructure of the transport and communications sector, it is planned to create new enterprises in the framework of cooperation with the private sector of the economy by attracting investments from Turkmen entrepreneurs and product manufacturers.

Having listened to the report, President Gurbanguly Berdimuhamedov stressed that as a result of successfully implemented comprehensive programs, processing industries are rapidly developing, and support is provided to small and medium-sized businesses.

The fundamental principles for establishing a fruitful partnership are the economic efficiency of joint projects, their social significance and environmental safety, the search for the most effective tools to achieve lasting and long-term success of all interested parties. At the present stage, our country has a specific goal - to further increase the production of import-substituting products, increase its export volumes through the widespread introduction of innovations, the President of Turkmenistan stated.

Having considered the proposal to hold the Investment Forum, the head of state pointed out the importance of a systematic study of the situation and constant analysis of the needs of domestic consumers, the introduction of advanced experience and technologies in the production of high-quality products of Turkmen entrepreneurs engaged in the transport and communication complex, having addressed instructions to the vice-premier in this regard.

Deputy Chairman of the Cabinet of Ministers Chary Gylyjov reported on the establishment of a passenger service company “Ulag hyzmatlary” (“Transport services”) on the basis of the Türkmen awtoban joint-stock company and the ongoing work to establish appropriate services.

It was reported that the construction of the high-speed highway Ashgabat-Turkmenabat continues at a high pace. By the 30th anniversary of independence, it is planned to commission a section of the Ashgabat-Tejen road.

In order to establish intercity passenger traffic and provide high-quality services in this direction, it is planned to create an enterprise "Ulag hyzmatlary" ("Transport services").

The vice-premier reported that the proposals for the purchase of passenger buses and cars were studied by JSC "Türkmen awtoban".

In this regard, appropriate work is underway to provide high quality passenger services by the bus stations of the agency "Türkmenawtoulaglary" on a contractual basis.

Having listened to the report, the President emphasized that, thanks to the efforts of domestic entrepreneurs, high-speed highways and dozens of complex engineering structures are being built in the country, which are of great importance in the formation of a modern and highly efficient transport infrastructure, which contribute to strengthening the role of the Motherland as an international crossroads of the main trade routes of the continent.

Every effort should be made to ensure that the actively under construction high-speed Ashgabat-Turkmenabat autobahn fully meets the requirements of international standards, helping to strengthen the role of Turkmenistan as an important transport and transit corridor, the head of state noted.

Speaking about the need to create an effective structure for the provision of high-quality services to passengers, the head of state emphasized that in the sectoral context, the importance of road transport is increasing.

Noting that the modernization of the technical base of road transport, in accordance with high environmental and safety standards, is a key aspect of the state socio-economic policy, President Gurbanguly Berdimuhamedov ordered to ensure all conditions for servicing passengers at the proper level, giving to the vice-premier a number of instructions.

Deputy Chairman of the Cabinet of Ministers Myahrijemal Mammedova reported on the program of events planned for April 2021, including on the occasion of the commissioning of social and cultural facilities.

Within the framework of events dedicated to the motto of this year “Turkmenistan - Homeland of Peace and Trust”, as well as timed to coincide with the World Health Day, the National Holiday of the Turkmen Horse and the Day of the Turkmen Alabay , the 140th anniversary of the founding of Ashgabat, it is planned to hold thematic and scientific-practical conferences, creative meetings, exhibitions, festive concerts, educational actions, "round tables", competitions in various sports, physical culture and health events.

Having listened to the report and noting the special significance of the festive celebrations and events contributing to the study and wide popularization of the material and spiritual heritage of the Turkmen people in the world, President Gurbanguly Berdimuhamedov ordered to ensure a high level of their holding.

Focusing on the preparation of the National Holiday of the Turkmen Horse and the Turkmen Alabay Holiday jointly celebrated for the first time, the head of state emphasized that large-scale work is underway in the country today aimed at the dynamic development and creation of the appropriate infrastructure for these industries. Comprehensive measures are being taken to increase the elite Ahalteke horses population, to intensify international cooperation in the field of pedigree horse breeding and promote the traditions of the national school of dog breeding, the continuity of its original traditions. This topic should find a worthy reflection in the creative works of representatives of the cultural sphere, the President of the country said, addressing the Deputy Prime Minister with instructions to organize events dedicated to these holidays in an atmosphere of great celebration inherent in the Turkmen toy (celebration).

Deputy Chairman of the Cabinet of Ministers Mammetmyrat Geldyniyazov reported on the state of affairs in the areas under his supervision, work on the development of the State Program “Health” in a new edition.

Large diagnostic centers, medical institutions, hospitals, sanatoriums, modern pharmaceutical enterprises that meet international standards are being built and put into operation throughout the country.

A lot of work is being done to protect people's health, increase life expectancy, provide quality medical services, train highly qualified doctors, establish broad international cooperation, and popularize the principles of a healthy lifestyle.

Together with the relevant ministries and departments, a new version of the State Program “Health” and an Action Plan for its implementation for 2021-2025 have been developed.

The main goal of the Program is the welfare of the Turkmen people, increasing the life expectancy of the population, an integrated approach to health promotion and disease prevention, and the creation of a perfect and highly effective healthcare system.

Thus, the implementation of the State Program “Health” will serve to form an impeccable and reliable national health care system.

Having listened to the report, President Gurbanguly Berdimuhamedov emphasized the exceptional importance of the work being done to improve the national health care system, the comprehensive development of which is a priority task of the socially oriented state policy.

Having approved the submitted project and signed the corresponding Resolution, the head of state sent it to the Deputy Prime Minister by the electronic document management system, instructing him to ensure strict control over the implementation of all envisaged measures.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs Rashid Meredov reported on the preparations for the working visit of the delegation of Turkmenistan to the city of Moscow of the Russian Federation, scheduled for the period from March 30 to April 2 this year

During the visit, within the framework of the work of the joint Intergovernmental Commission, it is envisaged to hold bilateral meetings and negotiations on priority vectors of cooperation. In this regard, the prospects for further interaction with the regions of the Russian Federation in the oil and gas, chemical, industrial, agricultural industries, transport sector, trade, economic and scientific and educational spheres, in the field of health care will be discussed.

Along with this, a meeting and negotiations are planned between the heads of the foreign affairs agencies of the two countries, during which the issues of building up interstate partnership in its key areas, including in the political and diplomatic sphere, will be considered.

It was also reported that a regular meeting of the Council of Foreign Ministers (CFM) of the CIS will take place on April 2 in Moscow. Its agenda will include a set of issues related to strengthening regional and international security, multilateral cooperation, including in such areas as tourism, physical culture and sports, youth policy. In this context, the Turkmen side will submit a number of documents for consideration by the meeting participants.

Along with this, within the framework of the working visit of the delegation of Turkmenistan to the Russian Federation, it is planned to hold high-level bilateral interagency consultations on regional security issues.

Taking into account the multifaceted nature of the Turkmen-Russian partnership, it will also be proposed to organize working meetings between the relevant members of the Government, heads of ministries, sectoral departments and large firms of both countries.

In addition, in order to expand cooperation in the field of horse breeding, it is planned to hold meetings between representatives of the Group of National Equestrian Games “Galkynyş” and the leadership of the State Circus of Russia and the Great Moscow State Circus.

Following the results of the above-mentioned meetings and negotiations, it is planned to sign a number of bilateral documents on cooperation in various fields.

Summing up the report, President Gurbanguly Berdimuhamedov stressed that Turkmenistan and the Russian Federation are united by long-standing, primordially friendly relations. The interstate dialogue, built on the principles of strategic partnership, is dynamically developing both in a bilateral and multilateral format. Our countries interact constructively within the framework of authoritative international organizations, demonstrating the similarity or coincidence of positions on key issues of regional and global issues related to ensuring universal peace, security and prosperity.

Turkmen-Russian cooperation covers a wide range of areas, the President noted, noting the existence of a solid potential for building up an effective partnership in the trade and economic sphere, where an important role is assigned to the activities of the joint Intergovernmental Commission. AT the same time, great importance is attached to strengthening traditional contacts in the humanitarian field, in the field of education and science, culture and art.

Speaking about this, the head of state noted with satisfaction the progressive nature of interaction with the largest regions and subjects of Russia, with which fruitful economic, business and cultural ties have been established.

President Gurbanguly Berdimuhamedov gave the Deputy Prime Minister, Foreign Minister specific instructions to prepare for the upcoming working visit of the delegation of our country to the Russian Federation, designed to promote the optimal implementation of existing opportunities for the development of mutually beneficial cooperation in its priority areas.

At the meeting of the Government, other important issues of state life were also considered, on which appropriate decisions were made, the State News Agency of Turkmenistan reports.
