Today, President Gurbanguly Berdimuhamedov held a working meeting on the development of the country's fuel and energy complex via digital video link. Some Deputy Chairmen of the Cabinet of Ministers and heads of the fuel and energy complex took part in it, the state news Agency of Turkmenistan reports.
First the floor was given to Deputy Chairman of the Cabinet of Ministers of G.Mushshikov. The Deputy Prime Minister reported on contracts (agreements) concluded in accordance with the instructions of the President of Turkmenistan, ministries and industry departments with foreign companies for the purchase of goods, performance of works and provision of various services.
After hearing the report, the head of Turkmenistan noted that the fuel and energy complex is one of the strategic sectors of the national economy, and therefore it is necessary to continue working on further improvement of its activities. The state, as the leader of the nation stressed, continues to provide comprehensive assistance in this direction. Despite the current difficult situation in the world, every effort should be made to improve the performance of enterprises and structural divisions of the fuel and energy sector.
Then the state Minister – Chairman of the state concern "Turkmengaz" B. Amanov reported on the activities of the Department, the practical steps taken to increase the production, processing and export volumes of Turkmen natural gas to world markets.
As noted, new technologies are being actively introduced in order to increase the productivity of gas field wells. Thus, to increase gas production at the wells of the Dovletabat gas condensate field through the use of modern technologies, it is planned to influence the productive layers and increase the productivity of wells.
Head of state Gurbanguly Berdimuhamedov was also informed about the measures being implemented to increase the profitability of wells with reduced reservoir pressure. It was also reported that upon completion of drilling operations, some wells received an influx of natural gas, and they were put into operation.
A separate topic of the report was the work carried out jointly with foreign partners to develop the «Galkynysh» gas field and increase the volume of natural gas and gas condensate production.
As part of the programs for the development of the oil and gas industry of Turkmenistan for the period up to 2030 and the country's industrialization, together with foreign specialized structures, the construction of the second stage of a plant for the production of high-quality, environmentally friendly gasoline from natural gas is being carried out in the Akhal velayat.
Work is underway to implement the Turkmenistan-Afghanistan-Pakistan-India transnational gas pipeline project. Pipes have been welded on the Turkmen section of the gas pipeline and the necessary equipment is being installed.
As noted, in order to fulfill the instructions of President Gurbanguly Berdimuhamedov on the country's import-substituting products announced an international tender for cost reduction of plastic products polymer plant in Kiyanly, reduction in imports, compiling a setup project for the production of isobutane in the plant, full training and construction.
After hearing the report, the head of state stressed the huge international significance of the TAPI project, the implementation of which will be an important contribution to the process of forming a new system of universal energy security, creating conditions for achieving the UN sustainable development Goals. The construction of this gas pipeline, which will provide long-term natural gas supplies to South Asian countries, will help strengthen the region's economic power and address social and humanitarian issues. Berdimuhamedov outlined among the priority tasks the further improvement of the activities of the state concern "Turkmengaz" enterprises, increasing the productivity of deposits, creating the necessary conditions for employees of the industry, and addressed relevant instructions for their successful implementation.
Then the Chairman of the State concern "Turkmennebit" G.Baygeldiev reported on the state of Affairs in the entrusted structure, the work being done to increase oil production, as well as on the implementation of the instructions previously given by the leader of the nation.
There was also a report on exploration work carried out by Concern on the shelf and coast of the Caspian sea implemented steps to attract investors for new projects in the Turkmen sector of the Caspian sea.
In addition, the participants reported on joint activities with foreign partners in the Goturdepe field, as well as on drilling and commissioning dozens of new productive wells in the Northern Goturdepe field through attracting investment.
After hearing the report, President Gurbanguly Berdimuhamedov stressed that further capacity building and increasing the profitability of the state Concern "Turkmennebit", the transformation of the oil industry into one of the leading, profitable industries is among the priorities of the state policy of Turkmenistan. Therefore, the management of the state Concern should pay special attention to the steady implementation of production tasks by industry structures, achieving a systematic increase in financial and economic indicators and profitability of subordinate enterprises, the leader of the nation noted, giving appropriate instructions in this regard
Further, the Chairman of the state Corporation "Turkmengeologiya" M. Roziyev reported on the steps taken to implement the latest scientific achievements, conduct field geophysical research and capital exploration drilling operations aimed at discovering new oil and gas fields, drinking water, fossil mineral and other natural resources.
Currently, the state Corporation carries out relevant activities at promising south-eastern and western oil and gas sites, as well as at other well-known fields. Measures are being implemented to develop the structures of the lower productive layers of the North Goturdepe and Cheleken fields, as well as the discovered new hydrocarbon storehouses.
In addition, confirmed reserves of iron ore used in cement production were reported, which were transmitted to the Ministry of industry and construction. In order to improve the supply of drinking water to settlements in all the velayats of the country, relevant works have been carried out.
Summing up the report, President Gurbanguly Berdimuhamedov instructed to increase the pace of geological exploration carried out by the state Corporation "Turkmengeologiya", especially in the search and identification of oil deposits, the discovery of new oil and gas fields. Noting that the introduction of innovative methods based on modern high technologies in the activities of the state Corporation will significantly improve the performance of the industry, the leader of the nation gave a number of specific instructions in this context.
The working meeting continued with the report of the General Director of the Turkmenbashi complex of oil refineries D.Chishiev.
The head of TCOR reported to the head of state on the ongoing work on efficient processing of hydrocarbon raw materials, increasing the production of petroleum products and expanding their range.
In order to fulfill the instructions of the leader of the nation on the transition to the digital economy, consistent measures for the introduction of digital technologies are being implemented at TCOR.
After hearing the report, President Gurbanguly Berdimuhamedov focused on the priority tasks set for the Turkmenbashi complex of oil refineries. These include advanced oil refining, production of high-quality environmentally friendly products, and active introduction of advanced innovative technologies into production. In this context, noting the importance of further progressive development of the industry, ensuring satisfaction of the growing demand of domestic consumers for various types of petroleum products, expanding the geography of their exports, the head of state addressed specific instructions to the head of TCOR.
Then Deputy Chairman of the Cabinet M.Meredov, who oversees the fuel and energy complex, reported on the implementation of President's instructions on development of oil and gas complex, and implementation in the energy sector the latest achievements of science, advanced technologies and international experience, to attract foreign investment, increase of production volumes of natural gas and oil, production of products derived from their processing.
It was noted that in accordance with the priority directions of the energy policy, projects are being implemented to develop gas chemistry and create a developed infrastructure for the export of "blue fuel".
At the same time, appropriate work is being carried out to increase oil production, discover and develop new sites rich in oil and gas.
The Deputy Prime Minister also reported on the measures taken to further develop the oil refining industry, apply innovative technologies in production, produce new types of oil products that are in high demand in foreign markets, and fully provide domestic consumers with oil products.
After hearing the report, President Gurbanguly Berdimuhamedov noted that the main goal of Turkmenistan's energy policy is to make more effective use of the available rich natural resources, increase production and scientific and technical capabilities to ensure the sustainable development of the oil and gas complex, and increase the export potential of the national economy. The leader of the nation emphasized the importance of further modernization of the domestic fuel and energy sector, its development on a multilateral basis and bringing it in line with the requirements of the time. In this regard, the Deputy Prime Minister was given specific instructions to attract foreign investment, apply the world's best practices and modern technologies.
Then, turning to the workshop, the President of Turkmenistan has outlined a number of important tasks to implement the state programs on development of oil and gas and an improvement in operational performance.
The leader of the nation instructed to increase the volume of crude oil production through the use of modern technologies and methods, the efficiency of oil production and drilling operations, as well as to ensure uninterrupted oil supply to the Turkmenbashi complex of oil refineries by carrying out repairs at oil wells.
Focusing on the importance of improving the performance of geological exploration, seismic and drilling operations by using modern equipment, as well as training highly qualified specialists, the President of the country gave specific instructions to the relevant managers.
As it was noted, it is necessary to ensure the functioning of the production system at full design capacity, ensure deep oil refining, improve the quality of oil and petrochemical products, and carry out reconstruction and repair through the introduction of modern technologies in production.
Taking into account the huge state capital investments in the industry, the leader of the nation Gurbanguly Berdimuhamedov singled out among the priority tasks to increase the productivity and profitability of enterprises.Stressing that continuous control over the dynamics of the cost structure, implementation and improvement of methods for reducing the cost of production is an urgent requirement of the current time, the President of the country addressed a number of specific orders to the relevant managers.
The head of state instructed the Chairman of the Central Bank M.Annadurdiyev to conduct a technical inventory of fuel and energy companies. This measure is aimed at further improving the supply system of the material and technical base of the enterprises of the complex, the leader of the nation noted.
Prosecutor General B.Atdayev was instructed to analyze the financial and economic indicators of the fuel and energy complex structures.
Summing up the results of the workshop, the head of Turkmenistan drew attention to the need for timely implementation of these instructions, which will ensure stable dynamics of development of the oil and gas industry, which is one of the leading segments of the national economy.
