To clarify the questions received from readers related to the restriction of the right to drive vehicles and re-refer drivers to the exam, the editorial Board of "Turkmenportal" held a conversation with the head of the road supervision Department of the police of the Ministry of internal Affairs of Turkmenistan G. Kakajikov on August 8, 2020.
During the conversation, police major G. Kakajikov explained that in order to create favorable conditions for our people, as well as improve road safety, changes and amendments were made to the Code of administrative offences of Turkmenistan on 30.11.2019, and on this basis, the commissions of the police road supervision Service that consider administrative offenses were abolished.
At the moment, according to the above-mentioned Code, the deprivation of a special right is appointed only by judges, and the repeated passing of the exam is provided only for drivers who are responsible for driving vehicles while intoxicated. In addition, the deprivation of a special right is provided only for certain offenses.
For other violations of the traffic Rules of Turkmenistan, an administrative fine must be issued on the spot. After paying the fine, the driver can collect their driver's license from the traffic police officer who stopped them.

Article 212. Violation of accounting and registration rules
3. Driving vehicles with forged state registration plates or deliberately removed state registration plates-shall entail the imposition of a fine in the amount of three to five basic sizes or restriction of the right to drive vehicles for a period of up to six months.
Article 214. Excess of speed by drivers of vehicles
4. Exceeding the established speed of movement by drivers of vehicles by more than 50 kilometers per hour - entails the imposition of a fine in the amount of three to five sizes of the basic value or restriction of the right to drive vehicles for a period of three to six months.
Article 217. Group movement of vehicles that creates obstacles to road traffic or an emergency situation
Participation of drivers of vehicles in a group (two or more) movement on the roads, as well as in cities and other localities (including during weddings and other celebrations), if it led to interference with traffic or an emergency situation, - entails the imposition of a fine in the amount of two to four basic sizes or restriction of the right to drive vehicles for a period of six months to one year.
Article 222. Driving a vehicle while intoxicated or allowing a person who is intoxicated to drive a vehicle
1. Driving vehicles by drivers in a state of intoxication-entails restriction of the right to drive vehicles for a period of six months to one year.
2. Repeated Commission of the offenses provided for by the first part of this article within one year by the person who has executed measures of administrative penalty for them - entails administrative arrest for a period of up to fifteen days with restriction of the right to drive vehicles for a period of one to two years.
Article 229. Non-compliance by drivers with the requirements of authorized employees of the police traffic supervision Service to stop the vehicle, leaving the scene of a traffic accident and evading the examination
1. Non-compliance by drivers of vehicles with the requirements of employees of the road supervision service of the police to stop the vehicle, to remove them from driving vehicles, as well as leaving the place of a road accident by its participants in violation of the established rules - entails imposition of penalty in amount from two up to four dimensions the basic values or the restriction of the right of management by vehicles for the term from one year to two years, to persons not entitled to manage the data of vehicles, punishable by a fine ranging from four to six sizes of basic units or administrative arrest for up to ten days.
2. Dodging the person driving the vehicle, from passing in the prescribed manner an appropriate medical examination for intoxication if there is sufficient reason to assume this - entails imposition of penalty in the amount of from three to five dimensions of basic unit, or restriction of the right of management by vehicles for the term from one year till two years, on individuals who do not have the rights to manage vehicles, punishable by a fine in the amount of from five to seven sizes of basic units or administrative arrest for the term up to fifteen days.
Article 230. Violation of traffic rules that caused bodily injury or significant material damage to the victim
1. violation of traffic rules by persons driving vehicles, if it entailed causing a minor bodily injury to the victim or causing material damage in the amount of ten to twenty average monthly wages, - entails the imposition of a fine in the amount of two to five basic sizes or restriction of the right to drive vehicles for a period of up to one year.
2. the Commission of offences provided for in part one of this article, if they have caused the victim moderate bodily injury or material damage in the amount of twenty to seventy-five average monthly wages, shall entail the imposition of a fine in the amount of five to ten basic sizes or restriction of the right to drive vehicles for a period of up to two years.
Article 2321. Repeated violation of traffic rules by individuals
Repeated Commission of the offenses provided for by part three of article 211, part two of article 212, article 213, part three of article 214, part two of article 2141, articles 215 and 218, parts one and two of article 219, article 221, parts one and two of article 223, article 226, part four of article 237, part three of article 243 and article 2431 of this Code, within six months after ten - fold application of administrative penalties, - entails restriction of the right to drive vehicles for up to six months.
Article 235. Violation of the rules of storage and use of vehicles, machines or mechanisms
2. Unauthorized use for personal gain of vehicles, machines or mechanisms belonging to enterprises, institutions, organizations - entails a fine for individuals in size to one, for officials - up to two sizes, basic units, persons operating vehicles, the imposition of a penalty of up to two sizes, basic unit, or restriction of the right to drive vehicles for up to one year.
