Topical issues of state life were discussed at the next meeting of the Cabinet of Ministers, which Was held by President Gurbanguly Berdimuhamedov via videoconference, the state news Agency of Turkmenistan reports.

The first Deputy Chairman of the Cabinet of Ministers G. Mushshikov reported on the work carried out by the supervised institutions, comprehensive measures taken to improve the activities of organizations in the financial and economic sector.

According to the Deputy Prime Minister, monitoring is being carried out to maintain the pace of investment projects being implemented, as well as to reform the leading sectors of the economy. A separate topic of the report was aspects of implementing the concept of digitalization.

Summarizing the report, the head of state noted that the program-target form of economic planning used today to achieve positive indicators allows optimizing the main development priorities, their stages, resources and implementation mechanisms.

Emphasis was placed on the importance of monitoring the activities of all spheres, as well as developing measures to further improve the activities of structures subordinate to the Deputy head of Government.

Then Deputy Chairman of the Cabinet of Ministers M. Meredov reported on the state of Affairs in the supervised industries and steps to modernize the oil and gas industry.

The Deputy Prime Minister also reported to President Gurbanguly Berdimuhamedov on the ongoing work to improve the structure of the Geological Fund of Turkmenistan, its formation and use of data.

As noted, the activities associated with the geological study, use and protection of mineral resources, mining is regulated by Law of Turkmenistan "On subsoil", in which the right to use geological information determined by the Cabinet of Ministers.

In this regard, the project "Structure of the Geological Fund of Turkmenistan and its creation, the procedure for the introduction and use of information" was developed.

This document regulates issues related to the collection and generalization of geological information, including reports on all geological, geophysical, hydrogeological works and other research carried out on the territory of our country, photographs, graphic materials. It is also intended to improve the use of information stored in the Fund, their accounting and systematization on electronic media.

Summarizing the report, President Gurbanguly Berdimuhamedov noted that the socio-economic programs being implemented and the plans planned for the future to ensure dynamic development and diversification of the national economy require expanding the mineral resource base of oil and gas, chemical, mining and other industries.

At the same time, it is important to ensure a comprehensive, science-based approach to the study, effective and rational use of the country's vast natural resources, the head of state stressed, giving the Vice-Premier specific instructions.

The President of Turkmenistan ordered to step up efforts to introduce modern electronic technologies in various sectors of the oil and gas complex, as well as to identify new oil and gas deposits and other minerals.

Noting the need to take appropriate measures to consistently implement the tasks outlined in the" program for the development of the oil and gas industry for the period up to 2030", the head of state instructed the Deputy Prime Minister to continue the dialogue with foreign partners on mutually beneficial cooperation in implementing promising projects and attracting investment.

In turn, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiev reported on the progress of seasonal field work in the country's regions. It was reported that the necessary organizational measures are being taken to ensure the smooth operation of agricultural machinery and equipment and to provide high-quality seeds to field workers in order to carry out cotton sowing within the planned time frame.

In the fields with winter wheat, according to agro technical standards, fertilizing with mineral fertilizers and vegetation irrigation are carried out. Along with this, there is an active preparation for the grain harvest, including points of reception of the crop, combine harvesters and vehicles.

The head of state submitted a draft Resolution on the production of 82 thousand 400 tons of rice this year. In total, it is planned to plant 18 thousand 300 hectares of land. In Dashoguz velayat, 35 thousand tons of rice are planned to be produced from 8 thousand 100 hectares, and in Lebap velayat, 47 thousand 400 tons of this crop are planned from 10 thousand 200 hectares.

After hearing the report, President Gurbanguly Berdimuhamedov instructed the Deputy Prime Minister to keep under constant control the issues of high-quality cotton sowing. As the leader of the nation stressed, this agricultural campaign is of great importance for further building the potential of the agro-industrial complex, providing valuable raw materials to the textile industry and increasing the country's export potential.

The head of state ordered to thoroughly prepare for the upcoming grain harvest in the near future, paying special attention to creating appropriate conditions for the productive work of farmers.

In continuation of the topic, President Gurbanguly Berdimuhamedov focused on the tasks of strengthening food independence, ensuring the diversity of the food basket of Turkmen citizens through the comprehensive development of the agro-industrial complex, establishing the production of a wide range of import-substituting products.

Deputy Chairman of The Cabinet Of Ministers Sh. Durdylyev reported on the state of Affairs in the supervised areas, as well as on the pace of construction of large facilities for various purposes, scheduled for commissioning this year.

Then the Minister of industry and construction production S. Berdimuhamedov was called by video link and reported on the work being done to increase the capacity of industrial structures, scientifically-based development of ore deposits in accordance with the requirements of the time, increase the volume and range of production of local building materials.

There was also a report on practical work in order to fulfill instructions to study the possibilities of using non-metallic materials available in the country in the production of finishing construction products.

Thus, limestone stones and blocks found in the fields "Gaýly", "Düzmergen" and "Şagadam" are processed by the closed Joint-Stock company "Türkmenmermer" and are used in the manufacture of high-quality granite and marble slabs, which are characterized by a beautiful appearance and high density.

The head of state was presented with samples of granite and decorative stones from the above-mentioned quarries. Due to their positive characteristics and rich color scheme, they will be used in finishing construction works, exterior and interior design of buildings.

It was reported that red-pink calcareous stones from the "Gaýly" Deposit, located near the city of Turkmenbashi in the Balkan province, can be used in the design of external and internal walls of buildings.

The “Düzmergen” field is located 10 kilometers northeast of the city of Balkanabat. This breed of calcareous stones, painted in yellowish-white and light brown tones, which can also be used in the interior design of premises.

The "Şagadam" granite and tuff site is located on the same-named hill of the city of Turkmenbashi. The useful green and grey rock material extracted here will be used for decorative and facing works.

After hearing the reports, President Gurbanguly Berdimuhamedov focused the Deputy Prime Minister's attention on the need to ensure the strictest control over the progress and quality of construction of various facilities.

Speaking about the importance of the measures taken for the sustained development of the domestic construction industry, the head of state instructed the Minister of industry and construction industry to examine and to explore the possibility of increasing capacity of the existing enterprises and establish new productions, specializing in the production of demand on the domestic market products that meet the high quality international standards.

The head of state noted that the steps taken for the industrial development of local mineral deposits, expanding the range of building materials and establishing the production of new types of products will give a tangible impetus to the development and modernization of this industry.

Noting that the Ministry is an accelerated implementation of the adopted state programs for industrialization of the country for the period up to 2030 and socio-economic development of the country in the years 2020-2025, President Gurbanguly Berdimuhamedov instructed the compliance timeframes specified in those documents.

The next Deputy Chairman of the Cabinet of Ministers B. Ovezov reported on the measures taken to develop the transport and logistics system.

According to the Deputy Prime Minister, in order to increase cargo turnover and improve the capabilities of transport and transit corridors, agencies that are part of the transport and communication complex have analyzed the relevant works.

It was determined that most of the transit cargo transportation by road is carried out in the directions of the international sea port of Turkmenbashi-Uzbekistan, Altyn Asyr (Etrek) - Kazakhstan, etc. In this regard, the possibilities of further expansion of the port's transit potential are being considered.

After hearing the information, President Gurbanguly Berdimuhamedov stressed that the key tasks include consistent integration into the world transport system and further expansion of infrastructure along the main highways, connecting routes and hubs in the East-West and North-South directions.

The advanced infrastructure of the international seaport of Turkmenbashi is able to meet not only existing but also prospective demand with a high-quality offer and high-quality service. Its full capacity will lead to strategic changes in the logistics chains of continental cargo transportation, an important hub of which will be the Turkmen transshipment terminals as the most optimal for the shortest and most profitable routes, the President stressed and instructed the Vice Premier to make every effort to further implement the plans.

Deputy Chairman of the Cabinet of Ministers Ch. Gylydzhov reported on the implementation of instructions to expand the geography of deliveries of domestic products abroad and saturate the domestic market, and also submitted proposals for the provision of raw materials to enterprises of the Ministry of textile industry.

In connection with the increase in state purchasing prices for cotton, specialists from the Ministry of Finance and economy, the ministries of textile industry, agriculture and environmental protection conducted preliminary calculations of the cost of cotton products, taking into account the situation on the world market.

After hearing the report, President Gurbanguly Berdimuhamedov noted the importance of developing and implementing technological innovations in the textile industry of the country, increasing trade turnover in this segment and providing a Foundation for maintaining a high level of production.

The head of state also focused on the training of highly qualified specialists for the industry, issues of expanding the range of products produced by new types of textiles, and gave the Deputy Prime Minister specific instructions in this regard.

Deputy Chairman of the Cabinet of Ministers B. Abdiyeva reported on the preparations for the XII scientific conference "The Turkmen horse and the world art of horse breeding", dedicated to the National holiday of the Turkmen horse, and on the organization of the presentation of archaeological finds discovered during the spring expedition in 2020.

As noted, the result of spring seasonal excavations and scientific research was a number of finds depicting the figure of a Turkmen horse. After showing them on video slides, the Deputy Prime Minister said that after appropriate restoration and study, they are prepared for transfer to the Museum Fund. The presentation and exhibition of these valuable artifacts is planned to be held within the framework of the XII scientific conference "Turkmen horse and the world art of horse breeding".

After hearing the report, President Gurbanguly Berdimuhamedov stressed the relevance of studying and popularizing ancient history and the rich national cultural heritage in the world.

Thus, scientists around the world are unanimous in the opinion that the country of “Margush”, the center of which was “Gonur-Depe”, along with Ancient Egypt, India, China and Mesopotamia, is one of the five original centers of world civilization, where trade and cultural international relations were formed.

The accumulated national values and historical experience are the greatest asset that we must pass on to present and future generations, the head of state said. Among the priority measures, the President of the country noted the need to effectively use the material and technical base and industry infrastructure created in recent years in the sphere of culture, including the capabilities of the national artificial satellite, digital television, libraries, theaters and museums.

The previous and subsequent archaeological research shows the antiquity of the origins of horse breeding among the Turkmen people, the Turkmen leader noted, giving the Vice-Premier instructions on holding a presentation exhibition and other festive events in honor of the Akhal-Teke horses at a high organizational level.

Then Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on the ongoing work to include the country's universities in the list of prestigious higher education institutions of international level.

It was noted that a working Commission was established to study this issue and to improve the sphere of higher professional education, which included specialists from the ministries of education, foreign Affairs and justice.

Having studied all the criteria defined by international organizations for the introduction of educational institutions in this list, the Commission has prepared a "Plan of measures to include our country's universities in the list of higher education institutions of international level until 2024".

In accordance with this document, universities will receive international accreditation, establish international academic activities of students and teaching staff, and, based on the achievements of world science and accumulated national experience, introduce innovative methods in educational and scientific activities.

In addition, it is planned to improve the training of employees in the fields of science and education, as well as the gradual transfer of higher education institutions to self-financing with tuition on a paid basis.

Stressing the need to step up the implementation of international standards of education in higher education, the President noted that improving the national education system has been and remains a key priority of the state policy.

Noting that the inclusion of higher education institutions of Turkmenistan in the list of prestigious higher education institutions of international level will target the younger generation of Turkmen citizens to actively develop new knowledge and modern technologies, the head of state gave the Vice-Premier specific instructions to intensify work in this direction.

Deputy Chairman of the Cabinet of Ministers, Minister of foreign Affairs R. Meredov reported on the measures taken to implement the Program for the development of foreign economic activity of Turkmenistan for 2020-2025.

For its effective implementation was approved the Plan of activities envisaged to be carried out in the course of the year, established a Coordination Committee to exercise control over its implementation. During its meeting, held on April 15 in the foreign Ministry, the results of the work for the first quarter of the year were analyzed and proposals were made to increase the country's foreign economic relations.

In particular, they discussed the directions for developing cooperation with international organizations and financial institutions within the framework of this Program. In this context, it was noted that on April 15, the Ministry of foreign Affairs held a meeting of the Government Commission to study issues related to Turkmenistan's accession to the world trade organization.

At the same time, on April 14, within the framework of cooperation with the UN Economic Commission for Europe (ECE), a workshop was held in video format to discuss issues on improving transport systems in Europe and Asia, as well as the international legal framework for the development of logistics corridors. The meeting also considered the possibility of Turkmenistan's accession to a number of relevant international documents.

In addition, on April 23, together with the International road transport Union (IRU), it is planned to organize a video conference on the preliminary introduction of electronic documents for the registration of vehicles and goods imported into our country and passing through its territory in transit.

Within the framework of partnership with specialized structures of the United Nations, projects implemented with the United Nations conference on trade and development (UNCTAD) can be noted. Thus, on April 22, it is planned to hold multi-party consultations on establishing a "One window" network in all customs points of Turkmenistan through the "ASYCUDA World" system, implemented in cooperation with UNCTAD and the relevant departments of our country.

In continuation of the report, the Deputy Prime Minister and foreign Minister also reported to President Gurbanguly Berdimuhamedov on the effective steps being taken to strengthen cooperation with international financial institutions. In this regard, the importance of the negotiations with representatives of the International Agency "Fitch Ratings" in terms of determining the financial rating of our country in the world coordinate system was also noted.

Currently, a proposal has been prepared for Turkmenistan to receive its own rating and work is underway to conclude a corresponding agreement with this Agency.

This month, it is proposed to hold a meeting of the joint Turkmen-Uzbek group on international automobile communications.

As reported, on February 18, the Romanian Foreign Ministry held a working meeting with the participation of the ambassadors of Turkmenistan, Georgia and Azerbaijan on the project of the international transport corridor Caspian Sea – Black sea.

During the meeting, an agreement was reached to hold video consultations at the level of specialists in the first half of May this year on the draft quadrilateral intergovernmental Agreement on the creation and implementation of the Caspian Sea – Black sea transit and transport route.

The topic of connecting the seaports of Turkmenistan and Georgia to a sustainable transport system was discussed at the level of relevant state institutions of both countries.

In order to discuss the implementation of priority projects, it is planned to hold video talks between the Japanese Bank for international cooperation and the state Bank for foreign economic activity of Turkmenistan.

It was also noted that since the beginning of the year, a number of documents on key areas of the economy have been signed between our country's industry departments and foreign partners, and work is underway to implement them. 

On a regular basis, measures are taken to make foreign investors and trade partners widely aware of the economic potential of Turkmenistan.

Summing up the report, President Gurbanguly Berdimuhamedov noted the importance of further work on increasing Turkmenistan's foreign economic activity, developing mutually beneficial cooperation with all interested foreign partners, for which there is an impressive potential.

Speaking about this, the Turkmen leader stressed the need to search for new formats of interaction and enter into new joint projects-both in key sectors of the economy and in its innovative sectors.

Today, the priority for our country is the course of industrialization, the formation of a high-tech diversified industry that produces competitive goods, which will create opportunities to increase the volume of exports of domestic products in demand on the world market.

There are also broad prospects for effective cooperation in the private sector, where systematic steps should be taken to activate direct contacts through business structures, the head of state noted.

In continuation of the topic, the President stressed that one of the most important factors in the development of trade and economic relations is the existence of an extensive transit-transport and logistics infrastructure that provides stable cargo transportation in various directions, where Turkmenistan has made a number of specific initiatives.

Summarizing the above, the head of state gave the Deputy Prime Minister and the head of the foreign Ministry relevant instructions for the consistent implementation of the above-mentioned Program.

Then, continuing the meeting of the Cabinet of Ministers in videoconference mode, the head of Turkmenistan focused on a number of priority tasks.

The President noted that systematic steps should be taken to maintain stable rates of social and economic development of Turkmenistan. At the same time, it is important to constantly improve the mechanisms that stimulate the processes of diversification of industries, expanding the list of competitive domestic products and their exports.

The head of state drew attention to the need to take measures to increase production and improve the quality of oil products, as well as increase its exports.

Stressing that in modern conditions, the transport sector plays a special role in solving the problems of ensuring sustainable development, the head of state gave instructions to expand the capabilities of the transport and logistics system.

The modernization of the construction industry has been identified as one of the key areas for the near future. In this regard, the head of state instructed to keep under control the issues of accelerating the pace of work in this industry and increasing the production of building materials using advanced technologies and innovations.

The President also instructed to ensure a high level of organization of the national holiday of the Turkmen horse.
