President Gurbanguly Berdimuhamedov held a regular meeting of the Cabinet of Ministers using the digital video communication system, where important issues of state life and draft documents were discussed. This is reported by the state news Agency of Turkmenistan.

The first report on the state of Affairs in subordinate structures was made by the Deputy Chairman of the Cabinet of Ministers G. Mushshikov. Reporting on the implementation of the instructions, the Deputy Prime Minister submitted to the head of state a draft Order on the presentation of monetary gifts on behalf of the President of Turkmenistan to representatives of the fair sex on the occasion of International women's day.

Having signed the submitted document and sent it through the electronic document management system, the President noted the need to organize the planned celebrations in honor of the holiday at the proper level. Monetary gifts should be given to women working in various organizations, regardless of ownership, studying in graduate school, doctoral school and clinical residency with a separation from production, students of courses of The Academy of public service under the President of Turkmenistan, as well as receiving pensions and state benefits, students, Schoolgirls and pupils of pre-school institutions, the leader of the nation said, addressing the Deputy Prime Minister the instruction to keep under strict control the implementation of this Order.

Then the Deputy head of Government reported on the results of the work carried out to improve insurance activities. In this context, the draft Resolution on issues of the state insurance organization of Turkmenistan was submitted to the head of state for consideration. According to the document, prepared in accordance with the provisions of the relevant legislative act, the tasks of this Department are specified and a number of changes are made to its structure.

President Gurbanguly Berdimuhamedov stressed that in recent years, improving methods for stimulating the development of insurance has become of particular importance. In this regard, the emphasis was placed on the need to take practical steps to generate the interest of potential consumers of services provided in this area, to create an effective system of state supervision over the activities of institutions and organizations, and to protect fair competition in the insurance market.

Among the top priorities, the head of Turkmenistan mentioned the creation of an insurance market infrastructure and favorable conditions for insurers to invest their reserves and other funds, training in this area, as well as conducting a tax policy that contributes to the formation of a civilized insurance market.

President Gurbanguly Berdimuhamedov addressed a number of specific instructions to the Deputy Prime Minister after signing and sending a Decree on the activities of the State insurance organization via the electronic document management system.

The Deputy Prime Minister was also instructed to analyze the socio-economic development of the country in the first two months of this year and submit a report at the next expanded meeting of the Cabinet of Ministers.

The next video was called Deputy Chairman of the Cabinet M. Meredov, who reported on the status of structural subdivisions of the fuel and energy complex and the implementation of the "program of development of oil and gas industry of Turkmenistan till 2030".

The Deputy Prime Minister reported on the construction of a new building of the oil and gas secondary professional school of the State concern "Turkmengaz" in Mary province.

This secondary vocational school is designed to train 1,900 professionals. Only for training in specialized specialties and digital technologies, the educational institution annually accepts 700 young people.

The school building is included in the list of industrial and social facilities planned for commissioning in honor of the 25th anniversary of the permanent neutrality status of Turkmenistan, and is currently ready for commissioning.

Draft documents were submitted for consideration by the President of the country, according to which it is planned to strengthen the material and technical base of the domestic oil and gas complex.

Summarizing the report, President Gurbanguly Berdimuhamedov noted that the oil and gas industry occupies a leading position in the economy of Turkmenistan, which has huge reserves of hydrocarbon resources. In this area, our country is implementing a strategy for comprehensive modernization and diversification of the industry, the formation of a multi-variant system for exporting Turkmen energy resources, and increasing the volume of oil and gas production, including through accelerated industrial development of new fields.

At the same time, priority is given to the creation of modern production facilities specializing in the processing of hydrocarbon raw materials and the production of high-quality competitive products that meet international standards and are in demand in the domestic and foreign markets. Speaking about this, the President cited as an example the plant in the Akhal velayat, where for the first time in the world, the production of environmentally friendly synthetic gasoline from natural gas has been established on an industrial scale.

The active use of the latest achievements of scientific and technological progress, advanced technologies and equipment ensures innovative development of the industry, strengthens the position of our country as a world energy power, the head of state stressed.

In General, all this opens up great prospects for mutually beneficial cooperation in the energy sector with the world's leading oil and gas companies. The basis of fruitful interaction between Turkmenistan and foreign partners is the presence of a favorable investment climate in the country, as well as legislation that meets international standards.

The head of state stressed the importance of training highly qualified specialists for the oil and gas industry, which is directly related to the practical implementation of world best practices, active development of high technologies and the latest scientific and technical developments.

The relevant instructions were given regarding the opening of a new building of the oil and gas secondary vocational school of the State concern "Turkmengaz" in the Mary velayat, and the organization of the educational process in this institution.

After signing documents aimed at strengthening the material and technical base of the fuel and energy complex and sending them to the Deputy Prime Minister for the electronic document management system, the President of Turkmenistan gave a number of specific instructions to fulfill the tasks arising from them.

In turn, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on seasonal agricultural work in the velayats.

On these days, in accordance with the norms of agricultural technology, wheat crops are cared for, fertilized with mineral fertilizers and vegetative irrigation is performed in the fields.

Along with this, preparations are underway for spring sowing. Furrowing and flushing irrigation work is continuing on the land allocated for cotton, and seed material, agricultural machinery and equipment are also being prepared.

A draft document on financing the expenses of the Ministry of agriculture and the environment to compensate for the benefits provided to producers through targeted accruals of accounts was submitted for consideration by the head of state.

Summarizing the report, President Gurbanguly Berdimuhamedov ordered to pay special attention to improving the culture of agriculture as an important aspect of the comprehensive agricultural reform being implemented in Turkmenistan. As it was emphasized, the strategic goal of the ongoing reforms is to bring the agricultural sector to new frontiers that meet modern requirements.

Specific instructions were given to the Deputy Prime Minister regarding the care of wheat and preparation for the upcoming spring field work, including the sowing of cotton and other agricultural crops, as well as for mass gardening actions.

Deputy Chairman of the Cabinet of Ministers Sh. Durdylyev reported on the ongoing work in the subordinate ministries and departments.

As noted, in accordance with the instructions of the head of state, activities are being carried out to implement state programs, establish new production facilities, modernize existing enterprises, and take practical steps to industrialize the country and digitalize the economy.

In the light of the tasks set, priority measures were identified to improve the efficiency of urban infrastructure management and its modernization. Much attention is paid to the construction of roads and bridges, ensuring coordinated activities of construction and energy structures, and public services. In accordance with the concept of development of the digital economy in Turkmenistan in 2019-2025, currently, according to modern requirements, program work is being carried out on digitalization and introduction of scientific developments into production.

The Deputy Prime Minister noted that within the framework of the program for the development of foreign economic activity of Turkmenistan for 2020-2025, it was determined to create a "Single window" system that is used in international practice for processing documents and providing data of participants in foreign economic activity, and ensuring their availability at one point.

In this regard, the launch of the Public services website by the Agency "Turkmenaragatnashyk" was important e.gov.tm. This portal is an automated information system "Single window" for providing public services in electronic format to citizens and business structures.

After hearing the report, President Gurbanguly Berdimuhamedov stressed that in order to modernize the national economy through its diversification and growth of the electronic industry, a medium-term Concept for the development of the digital economy is being implemented in the country from 2019. One of its key tasks is to ensure universal availability of IT services.

The head of state noted that the Agency "Turkmenaragatnashyk" carries out significant work to promote digitalization and ensure the functioning of smart networks, including the elaboration of legislative support to expand the national network space and the range of Internet services. It is necessary to study and master best practices and progressive practices.

Presenting them for consideration by the head of state, the Deputy Prime Minister reported on the growing volume of deliveries of fruit and vegetable and industrial products abroad. These proposals are aimed at stimulating production in the country, creating conditions for the most complete satisfaction of the needs of domestic consumers through domestic products and their promotion in foreign markets.
After hearing the report, President Gurbanguly Berdimuhamedov noted that business plays a leading role in expanding import substitution and increasing the country's export potential, developing competitive industries. The state provides all the necessary conditions and opportunities for this.

In approving proposals, the President instructed to study them and document in the prescribed manner, indicating the importance of continuous analysis of the internal market and the external market, flexible marketing strategies, adequate to the requirements and requests of domestic and foreign consumers.

Deputy Chairman of the Cabinet of Ministers, Minister of foreign Affairs R. Meredov reported on the ongoing work in the context of implementing the foreign policy strategy of Turkmenistan.

One of the important vectors of Turkmenistan's foreign policy is the strengthening of the dialogue with the States of the Arab world. In this regard, the Deputy Prime Minister and foreign Minister reported on preparations for the upcoming trip to Doha, the capital of the state of Qatar, during which issues of further development of bilateral cooperation in the political, trade, economic, cultural and humanitarian spheres will be discussed.

After hearing the report, President Gurbanguly Berdimuhamedov stressed the commitment of neutral Turkmenistan to an initiative position in the activation of multi-vector cooperation. As it was noted, the constructive foreign policy implemented by our country brings visible results, as evidenced by the mutually beneficial ties with foreign partners that are growing stronger year by year.

Touching upon the topic of Turkmen-Qatari relations, the head of state noted with satisfaction their traditionally friendly and progressive nature. At the same time, it was noted that there is a solid potential for expanding productive interstate cooperation on a long-term basis, and specifying priority areas of cooperation.

President Gurbanguly Berdimuhamedov signed an Order to ensure a high organizational level of preparation for a business trip to the capital of the state of Qatar. The head of state also sent an invitation to the Emir of Qatar to take part in the celebrations on the occasion of the 25th anniversary of Turkmenistan's neutrality, which is celebrated at the international level.

Summing up the meeting of the Cabinet of Ministers, the head of state focused on the priority tasks facing the members of the Government.

The President of Turkmenistan also focused on organizing events dedicated to the upcoming international and national holidays, instructing the relevant leaders to hold them throughout the country at a high level.

Speaking about expanding the range of international relations, the head of state also ordered to organize at a high level all events planned in accordance with the Concept of Turkmenistan's foreign policy for 2017-2023.

President Gurbanguly Berdimuhamedov noted the importance of keeping environmental well-being under constant control and fully preparing for the greening campaign.
One of the main vectors of the upcoming work, the head of state identified the activation of the process of digitalization of all sectors of the economic complex.

Stressing the importance of the successful implementation of the National program on healthy nutrition for 2020-2025 approved today, the head of state pointed to the importance of carrying out extensive explanatory work in this direction.

Among the priorities is further improvement of the scientific and educational sphere, the President said.

The modernization of the construction industry has been identified as one of the key areas for the near future. In this regard, the head of state instructed to keep under control the issues of accelerating the pace of construction work and increasing the production of building materials using advanced technologies and innovations.
