The United Nations Development Programme (UNDP) in Turkmenistan, together with the Ministry of Communications, opened the International Startup Forum 2025 within the framework of the exhibition and international conference "Turkmentel-2025".
The forum marked a significant milestone in advancing Turkmenistan's innovative and digital transformation. The event brought together promising entrepreneurs, government officials, development partners, and private sector leaders from across the region, creating a platform for dialogue, collaboration, and knowledge sharing.
The forum opened with a presentation of a roadmap for modernizing the IT park, presented by a UNDP international consultant. The roadmap represents a comprehensive program for creating a viable innovation hub capable of developing into a regional center for technology and entrepreneurship. The document includes an assessment of Turkmenistan's national startup ecosystem, identifying key strengths and weaknesses, as well as opportunities for innovation-driven growth.
The roadmap identifies the most promising sectors for digital transformation – ICT, agriculture, and energy – where technology can open up new opportunities for economic growth and sustainable development.
The forum featured two high-level panel discussions: "Creating a Thriving Startup Ecosystem – Financing Startups in Emerging Markets" and "Developing Entrepreneurial Competencies – Incubators, Accelerators, and Education." The panels brought together experts from Turkmenistan, Kyrgyzstan, Uzbekistan, Russia, Estonia, Armenia, and international organizations representing government agencies, banking and finance, innovation and technology parks, startups, education, and professional economic associations.
Participants discussed the legal and financial frameworks necessary for developing a vibrant startup ecosystem, investment strategies, and the role of business angels, venture capital, and international investors. They also examined best practices for creating and managing startup incubators and accelerators, youth entrepreneurship strategies, gender-equality initiatives, and strengthening university-private sector collaboration.
"Digital innovation is no longer optional—it is a strategic driver of inclusive growth, competitiveness, and sustainable development," said UNDP Resident Representative in Turkmenistan Narine Saakyan. "UNDP is proud to partner with the Government of Turkmenistan to modernize the IT park, support entrepreneurship, and create a vibrant startup ecosystem that opens opportunities for women, youth, and all citizens to participate in the digital economy."
She emphasized that joint work lays the foundation for Turkmenistan to become a regional leader in technology, innovation, and sustainable digital transformation.
The forum will continue on November 14 at the “Ish Nokady” coworking center in Ashgabat. Entrepreneurs and startups from Turkmenistan, Uzbekistan, and Kyrgyzstan will have the opportunity to present their ideas, receive expert feedback, and exchange knowledge. Regional experts and international partners will discuss ways to strengthen cooperation and develop the Central Asian startup ecosystem.
